Organizational Overview
Youth Recovery Connections (YRC) is a trauma-informed, peer-led nonprofit organization based in San Benito County. YRC provides Enhanced Care Management (ECM) services to Medi-Cal members experiencing complex challenges such as housing instability, behavioral health needs, substance use, and justice involvement. YRC’s work is rooted in relationship-based engagement, cultural responsiveness, and lived experience.
Position Summary
The Clinical Consultant provides expert clinical guidance and oversight to ensure the quality, integrity, and compliance of YRC’s ECM program. This role offers reflective supervision, case consultation, and quality assurance support without serving as the direct supervisor of ECM staff. The Clinical Consultant ensures that ECM practices are trauma-informed, culturally and linguistically appropriate, and aligned with DHCS and MCP standards.
Key Responsibilities
Clinical Oversight & Consultation
• Provide case consultation and reflective supervision to LCMs, CHWs, and Care Navigators.
• Support staff in managing complex and high-acuity cases, offering immediate clinical guidance as needed.
• Participate in care conferences, interdisciplinary team meetings, and high-risk case reviews.
• Ensure member care reflects trauma-informed, harm reduction, and culturally responsive practices.
Quality Assurance & Compliance
• Conduct regular chart reviews and documentation audits to ensure compliance with DHCS, MCP, and YRC standards.
• Review and provide feedback on assessments, care plans, and clinical documentation.
• Monitor fidelity to ECM requirements, including timeliness (72-hour documentation, 15-minute increments) and closed-loop referrals.
• Collaborate with the Program Director and SCM on audit readiness and corrective action plans.
Training & Workforce Development
• Develop and deliver training on clinical topics (motivational interviewing, trauma-informed care, harm reduction, HIPAA/42 CFR Part 2, mandated reporting).
• Mentor ECM staff in integrating clinical best practices into peer- and community-driven care.
• Support onboarding of new staff, particularly those in peer or lived experience roles.
Collaboration & Systems Engagement
• Serve as a subject matter expert on regulatory and clinical standards, ECM documentation, and peer workforce integration.
• Partner with the Program Director and SCM to strengthen infrastructure for clinical excellence.
• Participate in MCP or DHCS meetings when requested to represent YRC’s clinical perspective.
Qualifications
Required
• Active California license in social work, psychology, counseling, nursing, or related field (e.g., LCSW, LMFT, LPCC, PsyD, RN).
• Minimum 2 years’ experience providing clinical supervision or consultation.
• Experience working with youth, justice-involved individuals, or people experiencing housing instability.
• Deep understanding of trauma-informed care, systems of inequity, and co-occurring behavioral health/substance use needs.
• Familiarity with CalAIM, ECM standards, and Medi-Cal documentation requirements.
Preferred
• Experience in peer-led or lived experience–centered organizations.
• Familiarity with San Benito County service systems and MCP landscape.
• Bilingual in Spanish and English.

Salary Information

$40 - $42 Hourly Wage
