<strong>POSITION SUMMARY:</strong><br>Responsible for project management and oversight of the Agency’s capital and construction projects that involve multiple stakeholders, both internal and external. Includes the ability to build and manage relationships with all project stakeholders, consultants, and contractors. Manages and/or provides oversight of the activities, operations, and resources necessary to carry out and ensure all projects are completed on time, within budget, and in accordance with project documents. <strong>ESSENTIAL JOB FUNCTIONS:</strong><br><ol style="margin-bottom: 3pt"><li>Develops and manages project implementation plans including scoping, design, engineering, budgeting, contract management, site inspections, evaluating claims, work breakdown structure, schedule, resources, cost estimates, contingencies, forecasts, and risks. Communicates status, issues, and risks to project stakeholders and adjust plans as necessary to accomplish projects. </li><li>Researches, documents and refines project scope, business case, and requirements for assigned projects. Ensures that all technical, operational, regulatory, business, and customer requirements are effectively addressed.</li><li>Manages all aspects of project delivery, including the development of project management plans to identify stakeholder needs. </li><li>Investigates alternative project approaches and concepts and the appropriate project delivery method to ensure the development of the most appropriate project solutions.</li><li>Manages all aspects of project design, including providing overall project management and coordinating with architectural/engineering professionals and the designated Island Transit staff. </li><li>Reviews initial and revised contract drawings and specifications with appropriate staff/consultants. Makes on-site inspections to review progress of work, answer questions, and ensure on-time completion of work. Investigate and resolve construction problems as they are encountered. Provides technical advice and assistance on issues related to the Agency’s capital/construction projects.</li><li>Initiates project budget preparation; works collaboratively with Finance to maintain project budgets and follows Agency’s procurement processes.</li><li>Coordinates meetings with project managers, contractors, subcontractors, inspectors, consultants, and/or staff as required to review project scope and estimates, communicate project status/progress. Work out mutual problems and/or concerns. Prepare project status reports as required.</li><li>Manages all aspects of Project Implementation/Construction, including oversight of project procurement of material, equipment, and contractors and all construction activities necessary to execute capital projects. Manages the quality and safety of work performed on capital projects, implements change management processes, and carries out project communications throughout the organization. </li><li>Coordinates with the Executive Director and Board of Directors on the acquisition of real estate parcels required for capital projects.</li><li>Performs Project Monitoring & Controlling. For the duration of the project life cycle, this includes monitoring all aspects of projects assigned, managing the preparation of progress reports to monitor and control capital projects, managing the schedules and budgets to ensure positive project performance, and conducting monthly project plan updates to the Executive Director, the Board of directors and Agency leadership. </li><li>Conduct field reviews of projects to ensure correct design, review plans, calculations and specifications to ensure compliance with applicable codes.</li><li>Coordinate construction inspections, including field safety inspections, equipment inspections and project progress inspections, and final inspections.</li><li>Identify the best use of internal and/or external project resources and assist in the coordination of the contracting process. Works with the Risk and Procurement manager, or designee to prepare requests for proposals and bids, and the review of contract bids and proposals. Select appropriate resources and coordinate and review consultant and contractor work progress.</li><li>Prepare plans, specifications, cost and quality estimates.</li><li>Review architectural and engineering plans and specification within the scope of knowledge for the appropriate design of construction projects. May also work with third party subject matter experts.</li><li>Provide technical support services relative to assigned area of responsibility; provide assistance to construction representatives to ensure compliance with original plans and specifications.</li><li>Respond to inquiries from staff, the public and other agencies regarding capital construction projects; provide technical engineering expertise to others within the Agency.</li><li>Respond to and resolve requests for clarification or changes to contracts.</li><li>Identifies and evaluates project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects. </li><li>Ensures that Federal Transit Administration (FTA) and Washington State Department of Transportation (WSDOT) guidelines and regulations are followed during planning, final design, and implementation, with a focus on prioritizing corresponding projects. </li><li>Reviews and ensures FTA and WSDOT-funded projects comply with contractual, statutory, regulatory, technical, and administrative requirements. </li><li>Works with staff in the development of grants associated with construction projects. </li><li>Participates in preparing intergovernmental agreements, agreements with utility companies, and others as needed. </li><li>Facilitates design and construction performed by other government agencies and private developers working around facilities with private property owners, franchised utilities, and other government agencies.</li></ol>
<strong>QUALIFICATIONS:</strong><br><strong>Knowledge, Skills and Abilities:</strong><br><ul style="margin-bottom: 3pt"><li>Project management practices including scope development, cost estimating, scheduling, construction management and project control</li><li>Applicable federal, state, and local legislation and regulations governing land use, environmental impact, construction, and transit operations</li><li>Applicable federal, state and local laws, codes, regulations, policies and procedures.</li><li>Compliance requirements of a wide variety of municipal codes, regulations and ordinances to include, International Building Code, Fire Code, ADA, and environmental codes and regulations.</li><li>General principles and practices of transportation planning, transit operations, and infrastructure design including design for bus and auto operations, pedestrian access and safety, aesthetics and integration into local communities, and administrative and maintenance facility design.</li><li>Common budgetary practices.</li><li>Contract administration.</li></ul><strong>Education and Experience:</strong><br><ul style="margin-bottom: 3pt"><li>Bachelor’s degree in Civil Engineering, Architecture, Building Science, Construction Management or related field from an accredited four-year college/university preferred.</li><li>Five (5) plus years’ experience in related to area of assignment.</li><li>Demonstrated progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale construction or integrated systems capital improvement projects.</li><li>Significant experience with Transit construction project planning and implementation processes and procedures.</li><li>An equivalent combination of education and experience sufficient to perform the essential functions of the job will be considered.</li><li>Transit Project Planning experience preferred.</li></ul>
