JOB DESCRIPTION

POSITION TITLE:

Chief Operations Officer (COO)

POSITION SUMMARY:

The COO manages business operations; specifically the structure, logistics, policies and procedures related to health care services delivery and compliance, facilities management, and staffing. Possesses the knowledge and skills necessary to act as a role model, team leader, and manager.  This role provides on-site leadership at health center locations where medical and dental care and patient access services are provided. Emphasis on integrating all clinical services.

PRIMARY RESPONSIBILITIES:

 

1.      Oversee daily operations of the company. This includes operational support to the Medical and Dental Directors, Facilities Management, and Corporate Compliance with all Federal, State and Local laws and regulations.

2.      Responsible for health center compliance program, whether acting as Compliance Officer, supervising an employee in the role, or managing compliance contractors.

3.      Work collaboratively with other members of the senior leadership team to monitor financial health, development and marketing activities, human resources activities and information technology.

4.      Responsible for execution of programs and processes necessary to implement the organizational strategic plan and vision.

5.      Evaluate and maximize efficiency of operations through continual process improvement methods.

6.      Establish policies that promote company culture and vision. Maintains health center policies including revisions when necessary, addition of new policies, and assurance of regular oversite and approval by the appropriate board or executive level.

7.      Lead employees to encourage maximum performance and dedication, with a focus on internal development, succession planning for leadership roles, and functioning at the highest level of their certificate, license, or training.

8.      Monitor and assess the patient experience with a focus for assurance of high level customer service, ease of registration, and access to care.

9.      Seek out and maintain collaborative partnerships with other agencies and organizations that help to advance the mission of the health center and provide opportunities for growth, development and integration of services.

10.    Manage and facilitate emergency codes (Medical, Fire, Violence) that may occur at any of the Health Center sites; assist clinicians in review and improvement of future codes via necessary trainings.

11.    Serve as the primary point of contact for tenants of rental properties, overseeing landlord-tenant relationships and managing the developments, negotiation, and execution of lease agreements on behalf of the organization.  

12.    Lead the development, negotiation and execution of all Business Associate Agreements (BAAs), contracts, memoranda of understanding (MOUs), and related agreements supporting health center operations and partnerships.  

13.    Oversee and maintain all required licenses, certificates and regulatory approvals necessary for the operation of the health center.  

14.    Conduct regular staff meetings for operations- to include reviewing, setting and implementing operational goals.

15.  Possess similar leadership traits to the CEO and serve as a point person for internal business decision making when the CEO is unavailable.

 

REQUIRED SKILLS, EDUCATION & EXPERIENCE:

Skills:

·         Ability to facilitate communication, anticipate and solve problems with patients, families, staff, physicians, and senior management.

  • Excellent multi-tasking, time management, communication, organization and interpersonal/people skills.  Detail oriented.  
  • Demonstrated effective problem-solving skills.
  • Experience using Electronic Health Records (EHR).
  • Track record of successfully demonstrated leadership skills in a multi-disciplinary/professional environment.  
  • Thorough familiarity with the patient-centered medical home model of service delivery
  • The ability to set and work to agreed upon objectives.
  • Proficiency using Microsoft Word, Excel and Outlook.

·         Knowledge of risk management principles as well as reporting and investigating adverse events.

·         Experience with integrated care models and process mapping helpful

 

Education:

·         Bachelors Degree required,

·         Masters level degree in Public Administration (MPA), Public Health (MPH), or Business (MBA) preferred,

·         Additional certification in Health Center Management preferred.

 

Experience:

·         Three (3) or more years of experience in healthcare with at least one year in an ambulatory or community health care setting.

  • Minimum of 5 years in a management role, preferably in a Community Health Care setting.
  • Demonstrated progressive management experience preferred.

WORKING CONDITIONS: 

While performing the required duties of this job, the employee is exposed to weather conditions prevalent when traveling between Health Center locations where medical care is provided.  This position performs tasks that involve exposure to blood, body fluids or tissues.
