About the Northwest Portland Area Indian Health Board (NPAIHB)

The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.

 

Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

 

Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Job Title:                    Northwest Tribal Dental Support Center Project Coordinator

Reports to:                Northwest Tribal Dental Support Center Project Director

Initial Salary Range:       $58,500 - $71,000 annually

Position Summary

The Northwest Tribal Dental Support Center’s (NTDSC) Project Coordinator works closely with the NTDSC Director to help improve to the oral health of American Indian and Alaska Native (AI/AN) people by providing support, guidance, training, education, enhancement, quality improvement, and technical assistance to the 46 Indian Health Service (IHS), Tribal, and Urban (I/T/U) dental programs located throughout Idaho, Oregon and Washington. The NTDSC team consists of the Project Director and Project Coordinator, as well as a dental contractor who provides both clinical and preventative consultation.

 

The NTDSC Project Coordinator reports to the NTDSC Project Director. This scope of work is housed within the Clinical Support Services Division. This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 20% of the time.

Essential FunctionsNorthwest Tribal Dental Support Center Project Coordination

·       Provides NTDSC support in alignment with NPAIHB Strategic Plan

·       Participates in and supports all NPAIHB’s NTDSC meetings, program discussions and provides minutes, when requested

·       Supports and coordinates the planning and implementation of NTDSC trainings, meetings, reports, and site visits

·       In collaboration with the NTDSDC Director, assesses and coordinates event planning needs, including venue selection, budget development and tracking, IT requirements, contract execution, invoices, banquet event orders (BEOs), communication plans, and timeline management

·       Coordinates with the NTDSC Director and NPAIHB Communications staff to develop and manage event registration processes

·       Coordinates travel arrangements/reimbursements for NTDSC trainings

·       Supports and coordinates logistics for providing Continuing Dental Education (CDE) to the I/T/Us

·       Purchases supplies and maintains NTDSC product inventory

·       Develops and distributes educational materials around oral health awareness and prevention, including facts sheets, newsletters, and PowerPoint presentations

·       Updates and maintains the Dental Roster and email listserv

·       Supports the development and administration of the website content and social media strategies in collaboration with the NTDSC team and NPAIHB Communications staff

·       Supports the NTDSC’s development, along with NPAIHB staff, Tribes, Tribal partners, and consultants

·       Supports the creation and implementation of capacity building and quality improvement strategies based on the needs and priorities of Northwest Tribes

·       Carries out updated NTDSC priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities

 Dental Health Aide Program (DHAP) Support and Success

·       Coordinates travel arrangements, authorizations, and reports for DHA students and the DHA Director

·       Coordinates DHAP meetings

·       Attends DHAP committee/board meetings, and creates and distributes meeting minutes

·       Maintains DHAP website

·       Provides additional administrative support to DHAP, such as coordinating virtual and in-person meetings, making travel arrangements and processing travel requests for DHAP students

 

 Indian Country Extension for Community Healthcare Outcomes (ECHO) Continuing Education Coordination

·       Oversees all Continuing Education (CE) processes in partnership with accreditation providers, ensuring compliance with ACCME, ANCC, ASWB, and other applicable accrediting bodies

·       Coordinates with speakers to confirm participation, collects required materials (slides, disclosures, CVs), and submits documentation for timely review and approval

·       Reviews session materials for accreditation compliance, and collaborates with speakers and accreditation providers to address deficiencies as appropriate

·       Prepares and issues CE certificates in accordance with accreditation provider requirements

·       Maintains complete and audit-ready CE records, including session files, disclosures, evaluations, and approvals

·       Manages evaluation surveys, monitors results, and analyzes findings to support reporting and program improvement

·       Provides operational support during learning sessions, including technical setup, participant management, and troubleshooting

·       Ensures timely collection and archiving of session materials (e.g., slide decks, recordings, resources)

·       Tracks activity attendance and maintains accurate records using program tracking tools

·       Compiles outcome data from evaluations, attendance, and participant feedback to support quarterly and annual grant reporting

Administrative and Reporting Functions

·       Work closely with the NTDSC Director to establish program goals, deliverables, work plans, and timelines

·       Supports the preparation of all required project reports within the NTDSC

·       Engages staff in the collection of pertinent data to meet reporting requirements

·       Maintains well-organized filing systems for all NTDSC related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate

·       Submits a Monthly Activity Report (MAR) to the NTDSC Director at the end of each month, and any additional reports required to track project activities as needed

Other Duties

·       Performs other duties as assigned by the NTDSC Director and/or Executive Director or designee

Qualifications

We recognize multiple pathways to knowledge and leadership. Formal education, community-based learning, and/or lived experience are all valued.

 Education

Minimum education required*:

·       Associate’s degree with courses in public health, behavioral health, social sciences, healthcare administration, or related field

·       *A minimum of two (2) years of demonstrated experience in Tribal health programs, Tribal community-lead health initiatives, or IHS/Tribal/Urban systems may serve as an acceptable substitute

Additional education preferred:

·       Bachelor’s degree in public health, behavioral health, social science, health administration, or related field

·       Professional certification(s) related to Tribal health programs

 

Experience

Minimum experience required:

·       At least one (1) year of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics

·       At least two (2) years of experience in event planning, health education, and/or program development

Additional education preferred:

·       At least two (2) years of experience in a health-related, public health, Tribal health, program coordination, or community health setting

·       Direct experience working with Northwest Tribes

·       Experience in the planning, organization, implementation, and follow-up of public health-related coalitions

 Required Knowledge, Skills, and Abilities

·       Demonstrated knowledge of Tribal sovereignty and the IHS/Tribal/Urban health system

·       Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnerships among diverse stakeholders and organizations

·       Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)

·       Strong writing skills, including good spelling and grammatical skills

·       Excellent interpersonal skills

·       Must be sensitive to cross-cultural differences, and able to work effectively within their context

·       Ability to work with minimal supervision, exercise initiative, and work effectively as a team member

·       Ability to complete tasks in a timely and accurate manner

·       Ability to travel frequently (approximately 20% of the time)

Probationary Period

Typical Environmental Conditions

Travel Requirements

Local travel is required (10% of time). Overnight travel outside of the area required (20% of the time). Attendance at quarterly NPAIHB Board Meetings is occasionally required. These meetings are held both locally and hosted by our member tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically requiring a minimum stay of two overnights per meeting. The NTDSC Coordinator is also required to attend the annual Northwest Tribal Dental meeting (hosted by the NTDSC), which is held at various locations in the Northwest and typically spans a full work week.
