Position Overview:

The Human Resources Manager (On-Site) provides dedicated human resources leadership supporting Anovaeon’s case processing operations within an ICE processing facility. This role is responsible for managing day-to-day HR functions for on-site personnel, including employee relations, onboarding, workforce coordination, compliance support, and HR administration.

The Human Resources Manager works closely with program leadership to support staffing operations, maintain workforce stability, and ensure compliance with company policies and federal contract requirements. This position plays a critical role in supporting the operational workforce and ensuring personnel matters are handled professionally and efficiently within the facility environment.

Essential Functions:

On-Site HR Leadership & Workforce Support

Serve as the primary HR point of contact for all on-site personnelProvide HR guidance and support to supervisors and program leadershipAddress employee concerns and workplace issues in a timely and professional mannerPromote a positive and professional workplace environment for operational staff

Recruitment & Onboarding Support

Coordinate onboarding processes for new employees assigned to the operational siteSupport recruitment coordination with corporate HR and program leadershipEnsure new employees complete required documentation and onboarding requirementsAssist with credentialing and clearance processes required for facility access

Employee Relations & HR Administration

Manage employee relations matters including workplace concerns, disciplinary actions, and performance issuesProvide guidance to supervisors on appropriate handling of employee performance and conduct issuesSupport documentation of employee actions, corrective measures, and HR recordsEnsure compliance with company policies and applicable employment regulations

Workforce Coordination & Staffing Support

Work with operational leadership to monitor staffing levels and workforce needsAssist supervisors with workforce scheduling coordination and staffing adjustmentsSupport tracking of employee attendance, leave requests, and workforce availabilityCoordinate HR support related to shift staffing and workforce coverage

Compliance & Documentation

Maintain accurate personnel records and HR documentation for on-site staffEnsure HR processes comply with company policies and contractual requirementsSupport compliance with background investigations, credentialing requirements, and other employment conditionsMaintain confidentiality of sensitive employee information and personnel records

Training & HR Program Support

Assist with coordination of employee training and orientation activitiesSupport leadership with HR-related training initiatives and workforce developmentEnsure employees understand workplace policies and operational expectations

Communication & Coordination

Serve as a liaison between on-site staff and corporate HR leadershipCommunicate HR updates, policy changes, and workforce information to operational staffCoordinate with program leadership to address workforce needs and HR prioritiesSupport operational leadership in resolving personnel-related matters

Knowledge and Skills

Strong knowledge of human resources practices and employee relationsAbility to manage HR responsibilities within a fast-paced operational environmentStrong interpersonal and communication skillsAbility to maintain confidentiality and professionalism in sensitive situationsStrong organizational and documentation management skillsAbility to work collaboratively with operational leadership and staffStrong problem-solving and conflict resolution skills

Education and Experience

Bachelor’s degree in Human Resources, Business Administration, or a related field preferredMinimum 5 years of experience in human resources or workforce managementExperience supporting operational or government program environments preferredExperience handling employee relations and HR compliance matters strongly preferredExperience supporting large operational teams or shift-based workforces preferred

Preferred Certifications

SHRM-CP, SHRM-SCP, PHR, or similar HR certification preferred

Requirements of Employment

Work Environment

Primarily remote or corporate-level support role with periodic travel to operational sitesInitial support may include on-site presence during program start upStandard administrative office and processing facility environmentMay involve extended periods of computer work and documentation processingFast-paced operational environment requiring attention to detail and professionalism

Physical Requirements:

Ability to sit at a computer workstation for extended periods while conducting data entry and interviewsAbility to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)Ability to lift, carry, and move supplies and equipment up to 50 poundsAbility to bend, stoop, reach, and perform repetitive motionsCapability to work in varied environmental conditions (indoor/outdoor, temperature variations)Ability to respond quickly to emergency situations throughout the facilityVisual acuity for detailed computer work and document reviewAuditory ability to conduct interviews and monitor facility for safety concerns

The pay range for this role is:80,000 - 83,200 USD per year(Hagerstown Processing)
