Precise Software Solutions, Inc. is seeking a highly skilled and motivated Senior Proposal Manager/Writer to join our team. In this key role, you will manage, develop, and shape proposal strategies for new business opportunities in the federal sector. Working with leadership, technical experts, pricing teams, and subject matter experts (SMEs), you will coordinate all proposal preparation activities, ensuring we deliver winning, high-quality proposals that position Precise Software Solutions for success.  You will also be involved in technical writing efforts for proposal content.  This is an exciting opportunity for a seasoned proposal manager with a strong background in technical writing to play an instrumental role in growing our business.


As a Senior Proposal Manager, you will lead the proposal efforts for a variety of complex, multi-contractor opportunities across key federal markets, including Health IT, Federal Civilian, Defense, and Homeland Security. This role requires someone who thrives in a fast-paced, deadline-driven environment and has a proven track record in managing large-scale proposals. The ideal candidate will bring extensive experience in federal government proposal development, strong technical writing skills, and the ability to collaborate with cross-functional teams to deliver clear, compelling proposals.

Work is hybrid remote with weekly on site office visits to Rockville.  


Key Responsibilities 

 

  • Lead Proposal Efforts: Drive the proposal team to produce winning proposals in response to federal government RFPs, RFQs, and other opportunities. Oversee proposal development from capture to submission, ensuring that each proposal aligns with Precise's core capabilities and client needs.
  • Proposal Strategy: Collaborate with leadership and technical teams to develop proposal strategies that highlight our competitive differentiators and effectively communicate our solutions.
  • Technical Writing: Lead or support the technical writing efforts for proposal content, ensuring clear, concise, and technically accurate solutions that resonate with federal clients. Collaborate with technical experts and SMEs to capture detailed technical requirements and translate them into compelling, client-focused narratives.
  • Team Coordination: Coordinate all aspects of the proposal preparation process, including working closely with management, technical leads, pricing, recruiting, and SMEs to ensure timely and accurate submissions.
  • Compliance and Quality Assurance: Ensure that all proposals comply with federal regulations, client requirements, and Precise's internal standards. Manage the proposal review process, leading color team reviews and ensuring the final proposal is of the highest quality.
  • Proposal Process Improvement: Help refine and enhance our proposal development processes, ensuring efficiency, consistency, and alignment with business development goals. Stay updated on best practices and proposal management tools.
  • Client Focus: Maintain a strong focus on client needs, tailoring each proposal to showcase how Precise’s capabilities solve their challenges effectively.
  • Collaboration: Work across teams to ensure that the proposal process is streamlined and that all stakeholders are aligned throughout the development cycle.
Requirements:

 

  • Experience: At least 5+ years of experience managing federal government proposal development processes, with a strong background in technical writing for proposals.
  • Industry Expertise: Proven experience working with federal clients in sectors such as Health IT, Federal Civilian, Homeland Security, and Defense.
  • Proposal Management: Strong expertise in managing large-scale proposals (to include phased and oral proposal formats), including technical writing, coordination, and leadership of proposal teams.
  • Proposal Methodologies: In-depth knowledge of proposal development methodologies, including Shipley or similar best-practice frameworks.
  • Communication Skills: Excellent verbal and written communication skills, including experience preparing and writing proposals for large and complex information technology solutions.
  • Software Proficiency: Strong proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint. Experience with proposal management, automation and CRM tools is a plus.
  • Education: Bachelor’s degree or equivalent experience in a related field.

  • Proposal Expertise: Expertise in developing winning proposals for complex federal opportunities, especially in IT services, digital modernization, cloud, and health IT.
  • Leadership: Strong leadership and team management experience, with the ability to direct and motivate multi-disciplinary teams.
  • Problem-Solving: Ability to anticipate and address challenges in the proposal process and recommend solutions.
  • Security Clearance: Ability to obtain a government-issued Secret clearance (if required).
