Position Summary

The Manager, EMS Simulation & Training Center provides strategic leadership and operational oversight for the hospital’s EMS focused simulation and training Center. This role is responsible for the development, implementation, and evaluation of simulation based educational programs serving local and county fire departments, EMS agencies, and hospital personnel.

This position oversees daily operations of the EMS Simulation & Training Center, including high fidelity mannequins, immersive simulation environments, and ambulance simulation platforms.

The Manager supervises the EMS Liaisons and ensures structured, scalable educational programs that strengthens regional EMS capability, readiness, and engagement.

This role works collaboratively with the EMS Coordinator and the Director of Security and Emergency Preparedness but does not assume regulatory compliance or ED clinical integration responsibilities currently assigned to those roles.

In addition, this position coordinates utilization of the EMS Simulation & Training Center for hospital-based education in collaboration with nursing education, clinical leadership, and other departments. While not directly responsible for hospital curriculum oversight, the Manager ensures effective scheduling, operational support, and integration of simulation resources to meet organizational training needs and optimize center utilization.

Key Responsibilities

  • Develop and implement a multi-year strategic plan for EMS simulation programs.
  • Establish the Center as a regional leader in prehospital EMS education.
  • Supervise the EMS Liaisons and align outreach efforts with structured training initiatives.
  • Design, implement, and evaluate simulation-based training for EMS providers.
  • Develop immersive prehospital scenarios utilizing high fidelity mannequins and ambulance simulation platforms.
  • Facilitate or oversee pre-briefing, simulation delivery, and structured debriefing using evidence based debriefing methodologies.
  • Incorporate QA/QI findings and regional EMS trends into the curriculum.
  • Manage day-to-day operations of the EMS Simulation & Training Center.
  • Oversee scheduling, inventory, and equipment maintenance.
  • Ensure proper maintenance and troubleshooting of simulation and audiovisual systems.
  • Develop and maintain operational policies and procedures for the simulation center.
  • Assist in budget development and resource planning.
  • Serve as primary liaison for training related engagement with regional EMS leadership.
  • Work collaboratively with the EMS Coordinator to align simulation programming with clinical integration priorities.
  • Partner with the Director of Security and Emergency Preparedness to support disaster exercises and community preparedness initiatives.
  • Represent the hospital in regional EMS advisory and professional forums.
  • Ensure programming aligns with state EMS standards and best practices.
  • Coordinate scheduling and operational support for hospital-based simulation training activities.
  • Collaborate with nursing education and department leaders to align simulation resources with organizational training priorities.
  • Provide technical and simulation methodology expertise to support hospital led training initiatives.
  • Ensure efficient utilization of simulation space and equipment across EMS and hospital programs.
  • Support interdisciplinary simulation events involving ED, ICU, procedural areas, and ancillary departments.

Qualifications

Education:

  • Completion of a state approved Advanced EMT program required.
  • Bachelor’s degree in healthcare, emergency management, Homeland Security, or related field preferred.

Licensure & Certifications:

  • Current Wisconsin AEMT licensure required.
  • Wisconsin EMS Instructor II preferred.
  • AHA Instructor certification preferred or must obtain within 12 months.
  • Simulation certification (CHSE/CHSOS) preferred or willingness to obtain within 2 to 3 years.

Experience:

  • Minimum 3 years progressive EMS experience.
  • Prior leadership, training, or operations management experience required.
  • Experience developing training programs required.
  • Experience with simulation-based education is preferred.
  • Experience collaborating with hospital based clinical teams preferred.
