About this position
The Subject Matter Expert (SME) in Structural Vertical and Vertical Engineering develops and reviews transportation-engineering policies regarding preliminary design, final design and bid through construction phases. The SME will review engineering designs, specifications, and estimates, and maintains and researches current transportation design innovations, modifications, laws, regulations, policies, and procedures for the Harris County Toll Road Authority (HCTRA). The SME communicates with project stakeholders, HCTRA management, private entities, governmental agencies, and other relevant parties. <br><br><strong>Duties and Responsibilities:</strong><br><em>The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion.</em><br><br><ul><li>The SME Vertical and Structural Engineer reviews and sets standards for all of HCTRA's vertical facilities, complex bridge designs and all other structural work. The SME will review all cost estimates and design reports, including roadway alignments, topographical profiles, cross sections, earthwork calculations and grading. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Implements new technologies into standards and specifications. </li><li>Maintains thorough knowledge of design, criteria, policies, regulations, procedures, and engineering policies relative to design and construction. Provides technical input and oversight in the development and recommendation of changes to standards, policies, and procedures related to engineering design.</li><li>Coordinates with design teams to ensure deliverables meet HCTRA’s design criteria, standards, regulatory compliance, and permitting requirements. Trains engineering staff on policies, procedures, specifications, and guidelines. </li><li>Develops HCTRA design and construction procedures, policies, and procedures to be incorporated into HCTRA’s project delivery procedures plan, including detailed process mapping and clear work instruction. Develops and defines project delivery processed to be incorporated into HCTRA' Project delivery procedures plan. </li><li>Review, QA/QC, sign and seal plans and professional documents within professional expertise as needed to support client requirements. </li></ul><strong>Other Duties:</strong><br>This Job Description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this position. <strong>Education and Experience:</strong><ul><li>Bachelor of Science in Civil Engineering from ABET accredited college or university.</li><li>Professional Engineering License issued by the State of Texas.</li><li>Minimum of 5 years of experience in Vertical and Structural Design Engineering.</li></ul><strong>Knowledge, Skills, and Abilities:</strong><ul><li>Must be proficient in Microsoft Office, Bluebeam, Adobe Acrobat, Teams, SharePoint</li><li>Experience in CADD or MicroStation, Primavera P6 and Microsoft Project</li><li>Must be professional, reliable and have good verbal and written communication skills</li><li>Understanding of engineering drawings, principles, and standards; relevant technical and practical knowledge; must be detail orientated</li><li>Ability to work well under pressure with the ability to manage a varied workload </li><li>Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required</li><li>Must have good problem solving, organizational and teamwork skills; initiative to work individually or as a part of a team with the ability to be self motivated</li><li>Must have awareness of health and safety regulations and have the ability to see the "big picture"</li></ul><strong>Physical Demands:</strong><br><strong><u>NOTE:</u></strong><strong> </strong>Qualifying education, experience, knowledge, and skills must be documented on your job application.
