Description:

 

  • Manage daily operations of assigned affordable housing properties, maintaining physical condition, resident satisfaction, and operational efficiency. 
  •  Ensure portfolio occupancy rates of 95% or higher, while minimizing vacancy loss through effective leasing, renewals, and unit turnover processes. 
  •  Oversee rent collection, delinquency management, and lease enforcement, maintaining collection rates of 98% or higher. 4. Ensure full compliance with all applicable affordable housing regulations (including LIHTC, HUD, PBV, HOME, or other subsidy programs), maintaining zero major audit, monitoring, or inspection findings. 
  •  Supervise income certifications, recertifications, move-ins, move-outs, and resident files, ensuring 100% file completeness and accuracy. 
  • Coordinate and prepare for housing authority inspections, investor audits, and state monitoring reviews. 
  •  Develop and manage annual operating budgets for assigned properties, maintaining actual expenses within ±5% of approved budgets. 
  • Approve invoices and code expenses in coordination with the finance team to support accurate and timely month-end close. Oversee maintenance operations, preventive maintenance schedules, and work order systems, ensuring 95% of work orders are completed within established service timelines. 
  •  Coordinate unit turns to ensure units are market-ready within 15–20 days, depending on program requirements. 
  • Manage vendor and contractor relationships, ensuring 95% on-time delivery of contracted services and adherence to cost controls.
  • Ensure compliance with Fair Housing, ADA, and organizational policies across all properties. 
  •  Prepare and submit regular operational, compliance, and performance reports to internal leadership. 
  •  Engage residents in a professional, respectful, and service-oriented manner, addressing concerns and supporting resident stability. Perform any other task requested by the supervisor related to property management or housing operations.

Requirements:

 

? Bachelor’s degree in Property Management, Business Administration, Real Estate, or a

related field required; relevant experience may be substituted for education.

? Minimum of 3–5 years of property management experience, with direct experience in

affordable housing.

? Demonstrated knowledge of LIHTC and/or HUD-assisted housing compliance requirements.

? Experience managing operating budgets, rent collections, and expense controls.

? Proficiency with property management systems (e.g., Yardi, RealPage, MRI, AppFolio, or

similar).

? Strong organizational, problem-solving, and communication skills.

? Affordable housing certifications (COS, C3P, HCCP, or similar) preferred.

? Eligible to pass Pennsylvania clearances (Child Abuse, Criminal History, FBI, and National Sex

Offender).

? Unit turns are completed within target timeframes to minimize vacancy loss.

 ? Resident satisfaction scores of 85% or higher on annual surveys. 

? At least 2 operational or process improvements implemented annually.
