<p id="isPasted">The Manager of E&amp;M Training &amp; Safety Programs’s role is to effectively assess, develop, implement, train on and benchmark programs and procedures associated with workplace safety risks and technical skill needs of the MBTA Engineering &amp; Maintenance Division (E&amp;M) work activities executed by employees in four distinct departments: Power Systems Maintenance, Maintenance of Way (Track), Signals and Communications Maintenance, and Transit Facilities Maintenance. The position will report to a member of department leadership and will work closely with employees of its department, the other E&amp;M departments, especially each of their Safety and Training Managers; members of E&amp;M’s Policy, Strategy and Oversight team, and the Safety Division, among others, to ensure that the organizational goals are achieved.</p>
<ul style="margin-bottom: 3pt;" id="isPasted"><li>Support the development, implementation, and management of safety programs (e.g., Hazard Communications Plan, Shop Safety, Electrical Safety, Fall Protection, etc.), including the development and tracking of key performance indicators.</li><li>Support the development of a culture that prioritizes safety, employee and rider health and wellbeing, and employee satisfaction.</li><li>Support the development and dissemination of safety-related communications, campaigns, and special events.</li><li>Identify training needs and conduct safety orientation and training programs, including train-the-trainer sessions.</li><li>Maintain operational knowledge of construction safety, DLS, OSHA, ANSI, and other applicable standards, regulations, laws, and procedures.</li><li>Serve as a resource for safety issues or concerns for all E&amp;M team members.</li><li>Accompany MBTA Safety, DLS, DPU, insurance, and OSHA personnel on work-site tours.</li><li>Support the development of Local Safety Committees within E&amp;M.</li><li>Conduct work area safety audits.</li><li>Review departmental work plans to ensure safety is adequately incorporated.</li><li>Evaluate and offer solutions for job site hazard mitigation.</li><li>Ensure maintenance and inspection of safety equipment and protective wear.</li><li>Oversee documentation, tracking, and analysis of all Safety, Injury, and Hazard statistics, trend analyses, and DLS reports.</li><li>Conduct or assist with incident investigation and analysis.</li><li>Support the implementation of the incident Corrective Action Plan</li><li>Drive a company or personal vehicle to work locations and to assist at emergencies and/or events as needed.</li><li>Respond to each inquiry, whether from a customer, vendor, or co-worker, in a professional and courteous manner.</li><li>Work any and all shifts and/or locations assigned or directed.</li><li id="isPasted">Respond or report to work as directed for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.</li><li>Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.</li><li>Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies.</li><li>Perform all other duties and projects that may be assigned.</li></ul><p id="isPasted"><strong>Supervision</strong></p><ul style="margin-bottom: 3pt;"><li>None&nbsp;</li></ul><br>
<ul style="margin-bottom: 3pt;" id="isPasted"><li>Bachelor’s degree in safety, occupational health, industrial hygiene, construction management, engineering, or equivalent from an accredited institution.</li><li id="isPasted">Five (5) years of relevant experience in occupational health and safety.</li><li>One (1) year supervisory/lead experience.&nbsp;</li><li>Experience in creating, implementing, managing, and/or auditing OSHA/worker safety policies and programs.</li><li>Working knowledge of OSHA workplace safety concepts and programs, including Job Hazard Analysis (JHAs), hierarchy of controls, and personal protective equipment (PPE).</li><li>Detail orientation and sufficient to organize and run multiple project tasks.</li><li>Proficient in Microsoft Office.</li><li>Ability to pass a pre-qualification Excel assessment.&nbsp;</li><li>Strong teamwork orientation, initiative, communication, problem-solving, and leadership skills.</li><li>Effective organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills.</li><li>Ability to handle sensitive and confidential information in an appropriate manner.</li><li>Have excellent customer service, conflict resolution, writing, and speaking skills.</li><li>The ability to provide internal and external customers with a courteous and professional experience.&nbsp;</li><li>The ability to supervise and work effectively with a diverse workforce.</li><li>Possess a valid driver’s license.&nbsp;</li></ul>
<ul style="margin-bottom: 3pt;" id="isPasted"><li>A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.&nbsp;</li><li>An Associate’s degree from an accredited institution with an additional three (3) years of directly related experience substitute for the Bachelor’s degree requirement.&nbsp;</li><li>A Master’s degree in a related subject substitutes for two (2) years of general experience.&nbsp;</li><li>A nationally recognized certification, or statewide/professional certification in a related field, substitutes for one year of experience&nbsp;</li></ul><p id="isPasted"><strong>Preferred Experience and Skills</strong></p><ul style="margin-bottom: 3pt;"><li>Certified Safety Professional (CSP) certification&nbsp;</li><li>Technical experience related to the type of work performed by the department.</li><li>Experience developing and providing safety training.</li><li>Additional years of continuous construction experience leading crews and planning work in the maintenance and construction of overhead and underground power lines and equipment.&nbsp;</li><li>CHST Certification, OSHA 500, and seven (7) years as a dedicated construction safety professional responsible for managing safety programs, conducting/reviewing hazard analyses and developing controls, conducting safety training, and planning work activities, or equivalent experience in a relevant field.&nbsp;</li><li>Two (2) years of supervisory experience managing a team or large projects.</li></ul><br>
