Position Overview:
The Program Manager is responsible for the daily leadership, oversight, and operational management of a Community Residential Setting (CRS) serving individuals with complex behavioral and mental health needs. This role ensures high-quality, person-centered services while maintaining compliance with 245D regulations, RTI policies, and approved service agreements. The Program Manager provides hands-on leadership, supervises direct support staff, coordinates behavioral and clinical supports, ensures regulatory compliance, and promotes a safe, structured, and therapeutic environment. This position requires strong experience in high-behavior programming, crisis management, staff development, and interdisciplinary collaboration.
Role Responsibilities:
Program Leadership & Operations
  • Provide daily leadership and oversight of the CRS program.
  • Ensure consistent, person-centered service delivery aligned with care plans and agency standards.
  • Maintain staffing coverage, schedules, and shift accountability.
  • Participate in on-call rotation and respond to emergencies after hours as required.
  • Monitor program safety, structure, and environmental standards.
Staff Supervision & Development
  • Recruit, onboard, train, and supervise Mental Health Workers/Behavior Technicians.
  • Conduct regular supervision, coaching, and performance evaluations.
  • Ensure staff are trained in behavioral supports, EUMR, medication administration, and 245D compliance.
  • Address performance concerns, attendance issues, and disciplinary matters in collaboration with HR.
  • Promote teamwork, professionalism, and consistent practice.
Behavioral & Clinical Oversight
  • Ensure proper implementation of Behavioral Support Plans, PSTPs, Safety Plans, and clinical recommendations.
  • Support staff in managing escalations, crises, and high-risk behaviors.
  • Review and follow up on behavioral incidents and EUMR events.
  • Coordinate with clinical teams, nursing staff, PSS, and external providers.
  • Monitor trends in behavior and develop proactive support strategies.
Compliance & Documentation
  • Ensure all documentation meets 245D, RTI, and licensing requirements.
  • Review MARs, BIRFs, GERs, T-Logs, and ISP documentation for accuracy and timeliness.
  • Prepare for and participate in licensing visits, audits, and corrective action planning.
  • Monitor medication management and compliance with RTI's Medication Administration Program.
  • Maintain staff training records and certification compliance.
Client & Stakeholder Collaboration
  • Serve as primary program liaison for guardians, case managers, counties, and support teams.
  • Participate in intake, annual, 45-day, and team meetings.
  • Address concerns and resolve issues collaboratively and professionally.
  • Advocate for individual needs while balancing safety and regulatory requirements.
Administrative & Financial Oversight
  • Monitor program budgets, overtime, and staffing costs.
  • Approve timecards and scheduling changes.
  • Track supplies, equipment, and program needs.
  • Submit required reports and operational updates to leadership.
Required Qualification and Experience:
  • High School Diploma or GED required.
  • Minimum of 3 years of experience working in high-behavior, mental health, behavioral health, or licensed residential services.
  • Demonstrated experience working with individuals who exhibit high behavioral needs, aggression, or significant mental health symptoms.
  • Experience with crisis intervention and de-escalation techniques (CPI, Mandt, or equivalent), including EUMR protocols and documentation.
  • Experience implementing Behavioral Support Plans, PSTPs, and Positive Support strategies.
  • Valid driver's license, acceptable driving record, and proof of insurance.
  • Ability to pass DHS background study.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to remain calm, decisive, and professional during crisis situations.
  • Ability to pass a Department of Human Services background check.
  • Ability to pass the BCA Criminal Background Check and the Sexual Exploitation of Patients by Psychotherapist screen required by DHS.
  • Ability to pass screening required by Federal Human Services office of the Inspector General.
  • Ability to organize and work independently.
  • Willingness to travel within the Metro Area, for applicable mileage reimbursements, with a current driver's license, clean record, and personal vehicle with insurance.
  • Possess a person-centered approach, consistent with the Philosophical approach of the individual program and RTI
  • Ability to work with culturally diverse populations.
  • Other, as needed, as company and role grow or evolves.
Preferred Qualifications
  • Bachelor's degree in psychology, social work, behavioral health, or related field preferred.
  • At least 1 year of supervisory, lead, or management experience preferred.
  • Experience managing a licensed 245D residential program.
  • Training in trauma-informed care, ASD/ID support, or crisis response.
  • Experience working with interdisciplinary teams, including nursing, clinical staff, PSS, and county partners.
  • Proficiency with electronic documentation systems (Therap, MARs, BIRFs, GERs, T-Logs, scheduling systems).
  • Experience with compliance audits, licensing visits, and corrective action planning.

Physical & Mental Requirements:
Employees in this role must be able to:
  • Walk, stand, sit, bend, climb stairs, use a ladder, and perform crisis prevention/intervention techniques
  • Use hands for writing, typing, data entry, and medication dispensing
  • Lift up to 40 lbs. and occasionally exert physical effort during duties
  • Maintain vision and hearing necessary for reading charts, operating office equipment, using a computer, and driving a vehicle
  • CRS programs operate 24/7 and require strong leadership presence and availability.
  • Position involves exposure to high-behavior situations, mental health crises, and occasional physical intervention.
  • May require standing, walking, lifting, and responding quickly during emergencies.
  • Requires flexibility to support program needs during staffing shortages or critical incidents.
Compensation: $25 per hour
