Position Information
As a SME Data Analyst to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO). The candidate will provide hands-on implementation support in enterprise data management, metadata management, data governance, and federal information sharing standards. Experience working in Federal IT organizations is preferred.
Essential Functions
This role will be responsible for performing tasks such as but not limited to:
- Serve as a senior subject matter expert in enterprise data management practices, including defining, documenting, and improving data lifecycle processes from ingestion through publication and archival.
- Lead activities to define, enforce, and validate metadata standards that enable consistent data classification, discoverability, and reuse across the agency.
- Apply federal metadata models and taxonomies that enable structured data exchange and support federal information exchange standards (e.g., NIEM/Open standards for interoperability).
- Produce metadata profiles, data dictionaries, and schema documentation to support enterprise metadata quality and catalog publication.
- Perform advanced data analysis to discover trends, anomalies, and insights that inform program decisions and performance metrics.
- Transform, integrate, cleanse, and analyze complex datasets using SQL, Python/R, or equivalent tools; produce summarizations that drive actionable outcomes.
- Prepare analytical products — dashboards, reports, and presentations — for both technical and non-technical audiences.
- Support publishing of high-value datasets that are machine-readable, well-documented, and compliant with open data principles to increase transparency and public accountability.
- Collaborate with agency leadership, system owners, and stakeholders to identify enterprise data requirements and align analytics objectives with mission priorities.
- Support the design and maintenance of enterprise data inventories, catalogs, and data asset registries to enhance data discoverability and governance.
- Provide expert guidance on implementing and maturing data governance frameworks, policies, roles, and organizational processes.
- Support data governance working groups, drafting governance policy documents, charters, and standard operating procedures.
- Partner with legal, compliance, audit, and program offices to ensure data activities align with federal regulations and internal governance requirements.
- Establish and monitor data quality metrics and leverage tools to validate data accuracy, completeness, and fitness for use.
- Identify process improvements, automation opportunities, and workflow enhancements to improve operational efficiency.
Education/Skills/Experience Requirements:
- Master’s degree in Data Science, Information Science, Statistics, Computer Science, Mathematics, Public Policy/Management with a strong analytics emphasis, or related field.
- Minimum Experience: Nine (9) years of progressive experience in data management, analytics, metadata governance, data quality, and data standards implementation in complex environments.
- Education/Experience Equivalent: Bachelor’s degree + 11 years relevant experience, Associate’s degree + 13 years relevant experience, OR High School Diploma + 15 years relevant experience.
- Demonstrated experience with enterprise data governance and metadata frameworks, including development and enforcement of standards across distributed systems.
- Hands-on proficiency with data extraction, transformation, analytics, and visualization tools (e.g., SQL, Python, R, Tableau, Power BI).
- Strong understanding of federal information exchange and metadata standards (e.g., NIEM/Open specifications, Federal Data Strategy outcomes).
- Capacity to draft and communicate clear technical documentation, policy guidance, visualizations, and executive summaries.
- Advanced analytical reasoning and problem-solving skills.
- Demonstrated leadership in cross-functional initiatives with federal stakeholders.
- Strong verbal/written communication and briefing skills.
- Ability to operate with autonomy while adhering to governance and compliance requirements.
Desired Knowledge/Skills
Federal government or contractor experience preferred.
