Texas Health Resources seeks to hire a Director Operational Planning and Insights.

This position is responsible for operational planning and guiding operational analytics to evaluate projects with significant strategic and/or operational impact, as defined by executive leadership. This work is primarily done as part of the Opportunity Assessment ("OA") process, in close collaboration with strategy, finance and project sponsors. The OA process includes the collection and evaluation of strategically important and/or system-level opportunities and ensuring all the elements of a comprehensive business case are completed for review and prioritization by executive leadership. While financial value is a critical component of the OA process, this position will also need to think more broadly about the strategic context and impact on the full consumer experience (clinical, operational, interactional).

Job Description

Responsible for the operational vetting and planning elements of the Opportunity Assessment (OA) process, in close collaboration with project sponsors, Strategy and Finance. Specific functions include:
Essential contributor as a part of the OA team to review and determine the appropriate level of examination and pathway for opportunities identified from the system channel and capability leaders.
Guide operational analytics to evaluate the value of system-wide and strategic projects, based on criteria established by executive leadership.
Ensures opportunities identified have a clear problem statement with the level of due diligence required to meet established criteria for ultimate review and prioritization by executive leadership.
Facilitates and contributes to the completion of a comprehensive business case if and/or when the opportunity progresses to the level required, including; system and strategic alignment, value, impact, and ROI analysis, detailed baseline assumptions, solution identification and alternatives, project and organizational dependencies, risks and sensitivity analysis, resource requirements and high level initiative timelines.
Ensures each opportunity is adhering to the required milestones and approvals within each defined stage-gate, as determined by established criteria and processes.
For opportunities approved for implementation, supports a successful handoff with portfolio management for ongoing tracking and performance evaluation.


Internal Communication
Clearly communicates and drives collaboration between all levels of the organization including channel leaders, opportunity sponsors and/or delegates, the OA team and the Transformation Office to ensure OA process milestones and deliverables are met. This requires regular written and verbal communication to succinctly and clearly communicate complex issues in order to drive crucial conversations, alignment and decisions.

Industry & Operations Research
Understands and researches industry trends in operational evolution and best practices and integrates that knowledge into ongoing improvements within the operational planning team and across Texas Health.

Operational Performance Measures & Analytics
Coordinates with analytics, OA and portfolio management teams all relevant operational performance measures for each defined opportunity.

Requirements

The ideal candidate will possess the following qualifications

Education
Bachelor's Degree in Business, Finance, Healthcare Policy/Management or other related field required
Master's Degree of Business Administration or Master's of Health Administration preferred

Experience
6 years experience in healthcare operations role including direct or indirect management of individuals; to include at least 2 years experience with budget management and/or business case development required
Previous experience with P&L accountability preferred

Skills
Strong leadership and interpersonal skills with proven ability to facilitate cross functional teams. Must possess the ability to work collaboratively with diverse groups of stakeholders including various healthcare professionals, leadership, and external advisors. This includes the written and verbal communication skills required to present information required to drive alignment and decision-making.

Demonstrated analytical orientation through collection, manipulation and analysis of consumer, market and financial data to inform sound, holistic decision-making. Ability to leverage this experience to guide operational analytics by defining operationally sound questions.

Experience in metric creation; demonstrated ability to create ways to measure projects that have non-traditional value preferred

Ability to make quality, independent decisions; work effectively and efficiently within an ambiguous environment; ability to meet frequent and changing deadlines demonstrated by the ability to structure an issue and analyze alternative solutions; ability to manage multiples projects simultaneously.

Individuals in this role must be comfortable in a fast-paced, changing environment and enjoy taking a great idea from concept to completed business case using consumer-driven research and analytics.

High energy, positive attitude and internal drive are essential. This includes a demonstrated ability to collaboratively drive a multidisciplinary process to a conclusion, leveraging excellent communication and ability to influence.
