Program Overview
The DOS PMO ESDA Program supports the U.S. Department of State, Global Acquisitions (GA) on a high visibility modernization initiative consolidating fragmented governance, sourcing, and platform support into a unified Integrated EDSA Governance & Shared Services Team. This program streamlines decision-making, enhances transparency, and accelerates technology delivery across ServiceNow, SharePoint, Power Platform, and procurement analytics. Job Description:
The Power BI / Data Specialist will convert complex procurement data into actionable dashboards and insights, enabling GA leadership to drive sourcing strategies, monitor enterprise spend, and inform modernization priorities.
Key Responsibilities:
Serve as the program’s data builder, responsible for ingesting FPDS‑NG and PRISM data into a consolidated GA Spend Cube refreshed monthly.
Develop, automate, and maintain Power BI dashboards enabling GA leadership to understand spend trends, sourcing opportunities, and portfolio performance.
Partner directly with the Strategic Sourcing & Category Lead to translate analytical requirements into data models and visualizations.
Ensure quality, consistency, and validation of ingestion pipelines and transformations.
Support quarterly Sourcing Opportunity reports with estimated savings insights.
Develop visuals and executive‑level dashboards covering budget execution, portfolio health, performance metrics, and acquisition milestones.
Produce documentation, define data dictionaries, and maintain refresh schedules aligned to PMO governance cycles.
Ensure compliance with GA data governance and security standards.
Required:
Experience with Power BI development, data modeling, or BI reporting.
Ability to analyze and visualize large datasets.
Familiarity with federal procurement data (FPDS‑NG, PRISM) or willingness to learn.
Strong SQL/DAX or equivalent analytical skills.
Strong communication skills for executive‑level reporting.
Preferred:
Experience in spend analytics or federal category management support.
Experience automating dashboards or ingestion pipelines.
Prior experience supporting federal agencies or modernization programs.
