About this position

The Program Manager serves as the senior leader responsible for successful execution of the Army Training Models (ATM) support contract. Acting as the primary liaison to the Contracting Officer’s Representative (COR), this individual ensures mission alignment, operational excellence, and delivery of high-quality analytical and technical services supporting HQDA G-3/5/7 Training Directorate priorities.

This role provides strategic oversight of all contract activities, ensures the integration of personnel, processes, and tools, and maintains accountability for contract performance, schedule, and quality. The role requires the ability to translate complex Army training resource requirements into actionable program management strategies that support the Planning, Programming, Budgeting, and Execution (PPBE) process.

Key Responsibilities

  • Serve as the primary point of contact for contract execution and operational coordination with the Government.

  • Provide leadership, direction, and oversight for all contractor personnel and task execution.

  • Ensure contract performance aligns with mission priorities and Government guidance.

  • Determine and implement the tools, technologies, and methodologies required for effective task performance.

  • Manage program risks, resources, and schedules to ensure consistent delivery of high-quality analytical and technical support.

  • Maintain situational awareness of Army training resource models and ensure team expertise across ATM applications.

Required Qualifications

  • Minimum 10 years of experience supporting Army resource planning, logistics policy, or training resource analysis.

  • Demonstrated experience with HQDA program and budget development methodologies.

  • Working knowledge of ATM applications (cTRM, BLTM, cITRM, cATRM, cMRM).

  • Experience working across Active Army, Army Reserve, and Army National Guard environments.

  • Familiarity with Army doctrine and terminology.

Education

  • Bachelor’s degree in Finance, Business, Management, or related field.

Security Clearance

  • Top Secret clearance with SCI eligibility.
