Vice President of Clinical Services
The Vice President of Clinical Services provides executive leadership and strategic oversight of Valle del Sol’s clinical programs, with a primary focus on specialty Behavioral Health services and integrated care.
This executive role ensures the delivery of high-quality, culturally responsive, patient-centered care that aligns with HRSA, SAMHSA, AHCCCS, and state regulatory requirements. The VP of Clinical Services drives clinical excellence, expands access to care, strengthens integration between Behavioral Health and Primary Care, and supports financial sustainability across multiple funding streams.
This role does not provide direct patient care, but the position maintains active clinical licensure to support appropriate oversight, regulatory alignment, and leadership of behavioral health services.
The VP partners closely with executive leadership to improve clinical quality, strengthen operational workflows, optimize referral pathways, oversee grant-funded programs, and support strategic growth initiatives that advance Valle del Sol’s mission as a Federally Qualified Health Center (FQHC).
Key Responsibilities
Strategic Leadership
- Develop and implement long-term strategic plans for behavioral health services.
- Partner with executive leadership on organizational growth and service expansion.
- Advance integrated care models that connect behavioral health, primary care, and care coordination.
- Monitor emerging trends, regulatory updates, and innovations in behavioral health.
- Represent Valle del Sol in regional and national behavioral health partnerships and networks.
Clinical & Operational Oversight
- Provide executive oversight to Behavioral Health Directors and clinical leadership teams.
- Ensure delivery of evidence-based, trauma-informed, and culturally responsive care.
- Oversee development and implementation of clinical policies, procedures, and workflows.
- Ensure programs maintain continuous regulatory and accreditation readiness.
- Strengthen clinical pathways, crisis response protocols, and interdisciplinary collaboration.
- Oversee multiple grant-funded clinical programs.
Quality, Compliance & Performance
- Ensure compliance with HRSA, AHCCCS, ADHS, NCQA, Joint Commission (as applicable), and federal/state regulations.
- Monitor clinical performance aligned with HRSA clinical quality measures and UDS reporting.
- Lead quality improvement initiatives focused on documentation, productivity, outcomes, and audit readiness.
- Partner with Quality leadership to monitor program performance and implement improvement strategies.
- Ensure grant deliverables and reporting requirements are met.
Workforce Leadership
- Build, mentor, and retain high-performing clinical leadership teams.
- Oversee staffing models, departmental structure, and workforce development strategies.
- Support clinical supervision, performance management, and leadership development.
- Foster a culture of accountability, collaboration, and employee engagement.
Financial & Program Oversight
- Partner with the COO and CFO to develop and manage service line budgets.
- Ensure programs operate efficiently while maintaining quality and access to care.
- Support grant development and sustainability strategies.
- Collaborate with Finance and Grants teams to monitor program performance and revenue integrity.
Community & External Partnerships
- Serve as a liaison with community partners, health systems, school districts, DCS, and managed care organizations.
- Represent Valle del Sol on boards, committees, and policy groups.
- Communicate program outcomes and behavioral health trends with external stakeholders.
Integration of Whole-Person Care
- Strengthen integration between Behavioral Health and Primary Care services.
- Improve referral processes and access to integrated behavioral health services.
- Identify and remove barriers that impact patient access to coordinated care.
- Partner with clinical and operational leaders to advance whole-person care initiatives.
Qualifications
Education & Licensure
- Master’s degree in Counseling, Social Work, Marriage & Family Therapy, Clinical Psychology, or a related field or Doctoral degree in Clinical Psychology
- Active, independent clinical licensure in Arizona (LPC, LCSW, LMFT, LISAC, or Psychologist)
Experience
- Minimum 10 years of progressive leadership experience in behavioral health or integrated healthcare
- Experience leading multi-program clinical operations
- Experience managing clinical quality metrics (UDS, HEDIS, or similar)
- Experience in FQHCs, community health centers, or integrated healthcare settings preferred
Skills
- Strong knowledge of behavioral health clinical standards and integrated care models
- Understanding of HRSA, state regulatory frameworks, and managed care systems
- Proven ability to lead teams, develop leaders, and manage complex programs
- Strong financial, analytical, and strategic planning skills
- Excellent communication and relationship-building abilities
- Commitment to culturally responsive care and community health
Additional Requirements
- Must be authorized to work in the United States
- Must pass required background screenings and federal exclusion checks (OIG and SAM)
- Must maintain active licensure and compliance with Valle del Sol credentialing requirements
- Must maintain required trainings and regulatory clearances
Work Environment
This role operates primarily in a professional office or clinical environment and involves regular collaboration with leadership, clinical teams, and community partners. Local travel between Valle del Sol sites may be required.
