POSITION SUMMARY

 eX2 Technology is seeking a Permit Superintendent. You will play a critical role in ensuring the smooth development of our fiber networks by developing and maintaining relationships with government agencies and individuals responsible for approving permits for OSP facility placement. We are seeking a key individual to lead the permitting process utilizing CAD and/or ESRI software such as ArcGIS, or other software for creating, tracking and submitting permit drawings/applications for fiber optic networks., You will lead a team that works with utility owners, DOT, local and state jurisdictions to ascertain all permit requirements to facilitate the permitting for fiber communications network construction.  Our ideal candidate is capable of forecasting, tracking, communicating or facilitating the creation of all required drawings, completing permit applications, submitting permit applications and managing resources during a project.

ROLES & RESPONSIBILITIES

    Develop and maintain relationships with agencies and individuals responsible for approving permits for OSP facility placement

    Support and coordinate pole attachment audits, make ready reports, pole loading analysis per NESC requirements and structure/conduit access requests with incumbent local exchange carriers (ILECs), power companies, and other agencies.

    Negotiate and manage agreements for pole attachment licenses with power companies or municipally owned poles.

    Support and coordinate rail crossing agreements for OSP installation projects

    Support and coordinate easement agreements for OSP installation projects

    Create SOW documents and reports for the client

    Attend regular update meetings with Project Managers and the client

    Create supporting documents for processes

    QC drawings for agency requirements

    Develop processes for Permit preparation and submittal

    Coordinate with utilities service providers and government jurisdictions

    Forecast submittal, resubmittals and approvals.


JOB REQUIREMENTS

Education

    Associate or bachelor's degree is preferred in related field. Commensurate experience will be considered. 


Experience

    Minimum 3-5 years of experience in permit engineering, telecom engineering or related fields.

    Experience in various GIS and/or AutoCAD and Google Earth mapping software is required.

    Experience in creating and managing permit tracking solutions and sheets.

    Experience in the surrounding Chicago area is preferred.


Skills/Knowledge/Abilities

    Excellent communication skills, both verbal and written

    Strong interpersonal and relationship building skills

    Ability to multitask and work on multiple projects coupled with experience in working with fast-paced engineering in a production environment

    Strong organizational skills

    Strong sense of methodology, process, and metrics 

    Excellent knowledge of Microsoft Office applications

    Experience with AutoCAD, MicroStation, and ESRI (or other fiber design tools) is required

    Experience with Sitetracker Asset and Project Management Platform is desired

    High integrity and work ethic

    Telecommunications fiber network experience is desired

    Basic knowledge of NESC specifications

    Basic knowledge of MUTCD for traffic control requirements

Physical Demands

The incumbent is occasionally required to walk or stand for long periods of time. The incumbent may be required to lift and/or move up to 10 lbs. and occasionally lift and/or move up to 50 lbs. Work Environment

While performing the duties of this job, the incumbent will work in a semi-quiet office environment. 


Language Skills

Ability to read, analyze, and interpret engineering and construction drawings and specifications, common scientific and technical journals, financial reports, and other documents Communicates effectively in oral and written English technical language, both in interpreting requirements and providing reports and mentoring. 


Reasoning Ability

Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret a variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


The incumbent must have a valid driver’s license and pass a mandatory drug test.


Some travel may be required to build working relationships with project entities in order to create smooth permit application process.
