<p style="margin: 0.0in;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;" id="isPasted">&nbsp;The primary responsibilities of this role include all aspects of the Advanced Transportation Management System (ATMS), which encompasses 250 traffic control signals and 40 CCTVs that use a combination of serial and Ethernet communications over a fiber optic backbone, along with the maintenance of approximately 900 City-owned streetlights.</span></p>
<div style="margin: 0.0in;"><p style="margin: 15px 0px; color: inherit; font-style: normal; text-align: start; text-indent: 0px;" id="isPasted">Regular responsibilities include, but are not limited to, the operation and maintenance of the Advanced Transportation Management System (ATMS), which encompasses system communications and coordinated traffic signal timing plans. Duties also involve addressing traffic flow and public safety concerns, reviewing and interpreting crash reports, and administering NCDOT Schedule C &amp; D maintenance agreements, including preparing semiannual reimbursement reports and annual extension letters.</p><p style="margin: 15px 0px; color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Additional responsibilities include reviewing Traffic Impact Analyses (TIAs) for private developments to ensure compliance with NCDOT Congestion Management Guidelines; analyzing traffic data, including performing signal warrant analyses; designing new traffic signals and updating existing signal plans; and overseeing traffic signal installation and maintenance inspections for compliance with design plans and applicable standards. The role also involves serving as a subject matter expert for Capital Improvement Projects (CIP), supporting the Technical Review Committee (TRC), acting as a backup representative to the City Traffic Engineer for the Design Adjustment Committee (DAC), and assisting with traffic management during special events.</p><p style="margin: 15px 0px; color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Supervisory duties include direct supervision of three staff members (Signal System Specialist, ITS Maintenance Supervisor, and Senior Engineering Technician). This includes prioritizing and assigning work, conducting performance evaluations, and making decisions regarding hiring, termination, and disciplinary actions. Additionally, the role assists in managing and preparing the annual operating budget.</p></div><p style="margin: 0.0in;"><br></p>
<p style="margin: 15px 0px; color: inherit; font-style: normal; text-align: start; text-indent: 0px;" id="isPasted"><strong><em>Job Requirements: </em></strong></p><ul type="disc" style="margin-bottom: 3pt;" id="isPasted"><li>Bachelor’s degree in engineering from an accredited college or university.</li><li>Four (4) years of progressively responsible engineering experience, including at least two years of experience in signal timing and analysis.</li><li>North Carolina Professional Engineer (PE) license, or the ability to obtain NC PE licensure within 180 days.</li><li>Valid driver’s license in compliance with North Carolina DMV standards.</li></ul><p style="margin: 15px 0px; color: inherit; font-style: normal; text-align: start; text-indent: 0px;"><strong><em>Preferred Qualifications: </em></strong></p><ul style="padding-left: 2rem; margin-top: 0px; margin-bottom: 3pt; color: inherit; font-style: normal; text-align: start; text-indent: 0px;"><li><p style="margin: 0pt 0px;">Thorough knowledge of MUTCD and NCDOT traffic signal design and operational standards.</p></li><li><p style="margin: 0pt 0px;">Understanding of general traffic safety standards and related equipment.</p></li><li><p style="margin: 0pt 0px;">Familiarity with fiber optic routing and splicing design principles.</p></li><li><p style="margin: 0pt 0px;">Knowledge of serial and Ethernet communication systems, including IP scheme design and communication protocols.</p></li><li><p style="margin: 0pt 0px;">Experience with Advanced Transportation Management System (ATMS) software and signal optimization tools such as Synchro and Tru-Traffic.</p></li><li><p style="margin: 0pt 0px;">Proven supervisory experience, including team leadership and performance management.</p></li></ul><p><span style="color: rgb(0,0,0);"><em><strong>This position will require a post-offer driving history check, education verification, and drug screen. </strong></em></span></p>
