About this position
DAP Construction Management is seeking a detail-oriented and highly organized Administrative Specialist to support our growing federal construction operations. This in-office position is responsible for managing certified payroll compliance, bookkeeping functions, and general administrative support to ensure accurate financial reporting and adherence to federal labor regulations.
The ideal candidate has experience working with Davis-Bacon wage requirements, fulfilling purchase orders, invoicing vendors, organizing files, answering phone calls, and ordering office supplies. This role requires strong attention to detail, confidentiality, and the ability to manage multiple projects in a deadline-driven environment.
Key Responsibilities
Certified Payroll Administration
Prepare and submit weekly certified payroll reports in compliance with Davis-Bacon and federal contract requirements.Review subcontractor certified payroll submissions for accuracy and compliance.Verify proper wage classifications, fringe calculations, and labor hours.Maintain organized payroll records for audit readiness.Coordinate with Project Managers to ensure labor compliance documentation is complete.Bookkeeping & Accounting Support
Process accounts payable and accounts receivable.Assist with job cost tracking and expense allocation by project.Reconcile vendor invoices, subcontractor pay applications, and purchase orders.Support monthly financial reporting and internal cost tracking.Maintain organized financial records in accordance with company and federal standards.Administrative Support
Maintain project and subcontractor compliance documentation (W-9s, insurance certificates, licenses, etc.).Assist with onboarding paperwork for employees and subcontractors.Support internal reporting and documentation processes.Coordinate with project teams to ensure timely submission of required documents.Qualifications
2+ years of experience in certified payroll and/or construction bookkeeping.Strong knowledge of Davis-Bacon Act and prevailing wage requirements (required).Experience processing certified payroll for federal or public works projects.Familiarity with construction accounting practices and job costing.Proficiency in QuickBooks (or similar accounting software) and Microsoft Excel.Strong organizational skills and attention to detail.Ability to maintain confidentiality and handle sensitive financial information.Excellent written and verbal communication skills.Preferred Qualifications
Experience working on federal or military construction projects.Familiarity with LCPtracker, eMars, or similar certified payroll reporting systems.Work Environment
