JOB SUMMARY
The Project Manager serves as a key member of the City of Elkhart Public Works and Utilities Engineering Department. This position is responsible for managing all phases of municipal infrastructure projects, including planning, design coordination, bidding, construction oversight, and project closeout. The Project Manager exercises independent judgment to ensure projects are delivered on schedule, within budget, and in compliance with applicable federal, state, and local regulations.
PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Assist the City Engineer and Assistant City Engineer with planning, design coordination, surveying, inspection, and delivery of City infrastructure projects.
  • Serve as a primary point of contact for residents, business owners, elected officials, contractors, consultants, and City departments regarding assigned projects.
  • Coordinate the project bidding process, including advertisement, bid receipt, review, and preparation of recommendations to the Board of Public Works in accordance with applicable laws.
  • Manage pre-construction activities, including contract execution, verification of bonds and insurance, schedule development, and participation in public outreach meetings.
  • Oversee construction activities to ensure compliance with plans, specifications, safety standards, and contract requirements.
  • Review contractor pay applications, evaluate change orders, and prepare recommendations for Board of Public Works approval.
  • Track and manage project schedules and budgets throughout design and construction phases.
  • Coordinate inspections for stormwater, sanitary sewer, water main, roadway, sidewalk, and drainage projects.
  • Research and verify benchmark data from the U.S. Geological Survey, Indiana Department of Natural Resources, and Indiana Department of Transportation.
  • Review private development plans for compliance with City standards, specifications, ADA, and PROWAG requirements.
  • Review and issue permits on behalf of the City as assigned.
  • Assist the GIS and Records Manager with maintenance of the Records Management System.
  • Prepare and deliver presentations to public groups, boards, and commissions as required.
  • Provide project-based supervision and direction to inspectors.
  • Respond to public inquiries, concerns, and complaints in a professional and timely manner.

Perform other job-related duties as assigned to support departmental operations and City objectives.
EDUCATION AND EXPERIENCE
  • Associate's Degree or Bachelor's Degree in Civil Engineering, Construction Management, Construction Technology, or a related field preferred; or
  • A minimum of five years of progressively responsible experience in engineering, surveying, and construction practices.
  • Must be at least 21 years of age.
  • Possession of a valid Indiana driver's license with an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of municipal construction hazards and safety practices.
  • Knowledge of principles and practices of surveying, roadway, sewer, and water infrastructure.
  • Familiarity with City of Elkhart construction specifications, ADA, and PROWAG requirements.
  • Ability to read and interpret engineering plans, specifications, legal descriptions, plats, surveys, and property records.
  • Proficiency with AutoCAD, Civil 3D, ESRI GIS products, asset management systems, and Microsoft Office applications.
  • Strong written and verbal communication skills, including preparation of technical reports and correspondence.
  • Ability to analyze data, exercise sound judgment, and make professional recommendations.
  • Ability to maintain confidentiality and comply with public records requirements.
PHYSICAL, MENTAL, AND VISUAL SKILLS
  • Ability to stand, walk on uneven terrain, bend, kneel, lift objects over 50 pounds, and operate standard office and field equipment.
  • Ability to perform sustained computer and keyboarding tasks.
  • Ability to communicate clearly, observe site conditions, and distinguish colors and details on plans and drawings.
WORKING CONDITIONS
Work is performed in both office and field environments. Exposure may include noise, dust, fumes, extreme temperatures, confined spaces, inclement weather, and construction sites. The position may require extended hours, evenings, weekends, and overnight travel for training or conferences.
POST OFFER TESTING REQUIREMENTS
The City of Elkhart is a Drug Free Workplace. Successfully passing a post-offer drug screen is required. Random drug testing may be conducted after employment.
Background checks producing acceptable BMV and criminal history reports are required.
