Position Overview
The Contracts Manager will oversee, coordinate, and ensure compliance with federal, state, and local service contracts, primarily related to janitorial and facilities maintenance services. This role requires managing contract documentation, monitoring performance, and liaising with contracting officers and site personnel to ensure all deliverables, schedules, and reporting obligations are met.

The Contracts Manager will oversee, coordinate, and ensure compliance with federal, state, and local service contracts, primarily related to janitorial and facilities maintenance services. This role requires managing contract documentation, monitoring performance, and liaising with contracting officers and site personnel to ensure all deliverables, schedules, and reporting obligations are met.
Key Responsibilities - Contract Administration
- Manage the full lifecycle of service contracts — from proposal submission through closeout.
- Maintain organized contract files, correspondence, and compliance documentation in accordance with FAR and USDA contract requirements.
- Review all contract terms, modifications, and amendments for accuracy and risk exposure.
- Track contract deliverables, milestones, renewal dates, and ensure timely submission of all required reports.
- Ensure adherence to Federal Acquisition Regulation (FAR), Service Contract Act (SCA), and wage determination requirements as outlined in the solicitation and SOW.
- Ensure personnel clearances, background checks, and LincPass credentialing for staff performing under federal contracts.
- Monitor and document contractor performance against service standards, including cleaning frequency, safety compliance, and quality control.
- Conduct periodic internal audits to ensure compliance with biobased product usage, labor reporting, and environmental standards.
- Serve as the primary point of contact for government representatives, including the Contracting Officer (CO), and Contracting Officer's Representative (COR).
- Coordinate with site supervisor to resolve issues, address performance concerns, and document corrective actions.
- Prepare and submit written communications such as notices of personnel changes, Cure Notices, and reports per contractual requirements.
- Collaborate with HR and Operations to ensure staffing plans, training records, and certifications align with federal requirements.
- Track expenditures against contract line items and budget allocations.
- Prepare monthly performance summaries and inspection reports.
- Bachelor's degree in business administration, Contract Management, or a related field (or equivalent experience).
- Minimum of 3–5 years of experience in government contract management, preferably in facilities services, custodial operations, or related industries.
- Working knowledge of FAR, AGAR, and Service Contract Labor Standards (SCLS).
- Familiarity with USDA, GSA, or other federal contracting environments is preferred.
- Strong organizational and documentation skills.
- Excellent written and verbal communication.
- Ability to interpret complex federal contract clauses and compliance requirements.
- Proficiency with Microsoft Office and contract management systems.
- Must pass a USDA background check and obtain necessary credentials (e.g., LincPass).
- Ability to work flexible hours to meet reporting deadlines or site coordination needs.
- Must be authorized to work in the United States.
