Position Summary:

The Director of the Project Management Office (PMO) leads the enterprise-wide PMO strategy, ensuring consistent project execution aligned with organizational goals. This role is responsible for overseeing the planning, execution, governance, and performance of all programs and projects within the portfolio. The PMO Director will establish and maintain project management standards, drive strategic alignment across business units, and ensure effective resource management, risk mitigation, and stakeholder engagement.

Key Responsibilities:
Strategic Leadership

Develop and execute the PMOs strategic roadmap to align with enterprise goals.

Act as a strategic advisor to executive leadership on project prioritization, risk, and capacity.

Governance & Methodology

Standardize project management frameworks, tools, and processes across the organization.

Establish and maintain governance models, approval processes, and performance metrics.

Ensure compliance with internal policies, government contracting standards (e.g., FAR), and quality frameworks (e.g., ISO 9001, CMMI).

Portfolio Oversight

Direct oversight of the project portfolio, ensuring adherence to scope, schedule, and budget.

Monitor KPIs, develop executive dashboards, and report on portfolio health to stakeholders.

Support business development efforts by contributing to technical approaches, pricing strategies, and proposal reviews.

Team Leadership & Development

Manage, mentor, and develop a team of Program and Project Managers.

Cultivate a high-performance, delivery-focused team culture.

Drive adoption of change management practices, including PROSCI or equivalent frameworks.

Stakeholder Engagement

Interface with clients, subcontractors, and internal departments to ensure stakeholder alignment.

Serve as escalation point for project risks, delays, or scope changes.

Support capture and transition of awarded contracts into execution phase.

Performance Measurements:
Performance will be assessed through the following metrics and outcomes:

Project Delivery Metrics

=90% of projects delivered on time, within scope, and within budget

<5% deviation from baseline schedule or budget across the portfolio

<10% of active projects requiring executive intervention due to escalation

Portfolio Management

Quarterly portfolio health score =85% (weighted by strategic alignment, risk, and performance)

PMO-driven forecast accuracy within 10% variance across active project forecasts

Average project manager utilization rate maintained at 8095%

Process and Methodology Adoption

100% adoption of standardized PMO tools, templates, and reporting structures across all new projects

Annual PMO maturity assessment shows year-over-year improvement

Audit compliance rate =98% across contracts and deliverables

Team Performance

=90% of direct reports meet or exceed performance expectations

=85% team retention rate annually

Demonstrated improvements in team engagement scores year-over-year

Stakeholder Satisfaction

=90% client satisfaction (based on formal project closeout surveys)

Positive feedback on PMO support in =80% of project retrospectives or evaluations

Internal stakeholder NPS (Net Promoter Score) for PMO services =60

Qualifications:
Bachelors degree in Business, Engineering, or related field (Masters or MBA preferred)

PMP certification required; PROSCI or other change management certification strongly preferred

10+ years of progressive experience in project/program management, including 5+ years in a leadership role

Proven experience managing complex federal or healthcare-related projects

Demonstrated success implementing PMO frameworks and tools (MS Project, ClickUp, or equivalent)

Strong financial acumen with experience managing multi-million-dollar portfolios

Exceptional leadership, communication, and stakeholder management skills

Preferred Attributes:
Experience with SDVOSB, 8(a), or other set-aside federal contract management

Background in healthcare delivery, digital transformation, or enterprise system implementations

Agile, Lean Six Sigma, or SAFe certification a plus

Familiarity with MS Teams-based collaboration and integrated reporting solutions

$90000.00 - $110000.00 Annual Salary
