Job Description
We are seeking a skilled and detail-oriented Systems Engineer to join our team. This role involves performing technical and analytical studies of business processes and evaluating the potential transference of those processes into IT support for HCSC-delivered solutions. The Systems Engineer will also provide recommendations to align organizational operations with best practices used in both private and public entities.
In support of Human Capital digital solutions (e.g. Learning Management System, employee accountability, internships, learning content), this role will provide support that includes: Authority to Operate (ATO) technical support; database management; project management; risk management; strategic planning support for enterprise systems and modernization; Integration documentation support between internal and external systems; technical analysis of documentation, publications and handbooks; technical analysis of new policies and emerging technologies; systems integration and implementation to include the analysis of program security deficiencies and application integration monitoring through the governance process.
The ideal candidate will have strong analytical and problem-solving skills, technical expertise in systems engineering, and the ability to effectively communicate findings and recommendations. Success in this role requires a deep understanding of business processes, Cybersecurity, Cloud Design and industry best practices, along with the ability to adapt solutions to meet organizational needs.
Key Expertise:
- Experience in cybersecurity engineering requirements and authorizations (FedRAMP/RMF) into systems and applications.
- Experience in IT and Cloud design, security, development, systems engineering, and implementation efforts.
- Experience in large-scale Cloud solutions in both federal and/or commercial industry.
- Experience with Federal A&A and ATO activities.
- Experience in Federal policies, processes, and standards.
Responsibilities:
- Security Engineering and Compliance: Analyze system security requirements, develop and update Security Consideration Plans and Security Requirements Needs Documents, and ensure all activities meet NIST, OMB, and other security policies.
- Lifecycle and SDLC Support: Provide comprehensive support across the software development lifecycle—from concept planning through sustainment—by delivering technical analysis, meeting minutes, and system integration documentation.
- ATO Process Facilitation: Assist system owners in managing the Authority to Operate (ATO) process by updating ATO Standard Operating Procedures, Implementation Narratives, and Test Results, and by conducting FIPS assessments and risk analyses.
- Technical Documentation and Database Management: Produce detailed engineering documentation and maintain critical databases by ensuring optimal performance, robust data backup/recovery strategies, and comprehensive, up-to-date data dictionaries and DBA reports.
- Risk Management and Process Improvement: Identify, assess, and monitor system risks through regular System Risk Assessment and Security Risk Analysis Reports, and recommend improvements to life cycle model management and integration processes.
Required Education, Skills, and Experience
- BA/BS degree
- Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or related fields.
- Certification
- One or more of the following: IAT I, IAM I or IASAE I certifications.
- 5 years (3 years of Cybersecurity and Cloud Security experience at a government agency similar in size/scope to DoD or VA).
Preferred Education, Skills, and Experience
- At least 2 to 5 years of professional experience in systems engineering, business process analysis, or technical consulting.
- Familiarity with industry best practices in private and public sector operations.
- Strong analytical and problem-solving skills, with the ability to evaluate complex business processes and recommend efficient solutions.
- Proven ability to communicate findings, recommendations, and technical concepts clearly to both technical and non-technical stakeholders.
- Experience in preparing technical documentation, reports, and process diagrams.
- Ability to work collaboratively with cross-functional teams to align technology solutions with organizational goals.

Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.
Health and Vision insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for Platinum plans health coverage through United Healthcare; this includes coverage for both medical and vision insurance.
Dental insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for a dental insurance plan through Delta Dental.
Disability insurance: Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
