Description:
The Manager of Procurement provides strategic and operational leadership for the entire procurement function. This role oversees supplier management, sourcing strategy, cost control, compliance, and material availability for low-volume, high-complexity builds supporting military-grade products and PCBAs. Responsible for building a resilient supply chain, leading the purchasing team, and ensuring adherence to defense, ITAR, and quality requirements.

Key Responsibilities
- Develop and execute procurement strategies that support production schedules for high-mix, engineering-intensive manufacturing.
- Lead, mentor, and evaluate a team of buyers at various seniority levels.
- Drive cost-reduction initiatives, supplier consolidation, and long-term sourcing strategies.
- Oversee supplier selection and approval in collaboration with Quality and Engineering.
- Ensure compliance with ITAR, DFARS, cybersecurity clauses, and customer-specific flow-downs.
- Monitor supply chain risks and develop mitigation plans for long-lead, obsolete, and specialty military-grade components.
- Establish KPIs (OTD, cost savings, lead-time adherence, supplier performance).
- Work cross-functionally with Production, Planning, Engineering, and Program Management.
- Oversee contract negotiations for pricing, blanket orders, LTAs, and supply agreements.
- Lead procurement involvement in NPI, ECO changes, and product transitions.
- Manage procurement systems and master data within ERP/MRP environments.
Required Skills & Qualifications
- 8–12+ years of procurement experience; 3–5 years leadership preferred.
- Strong understanding of PCBAs, electronic components, mechanical assemblies, and military-grade materials.
- Deep knowledge of ITAR, DFARS, FAR, counterfeit part prevention, and supplier cybersecurity requirements.
- Strategic sourcing, negotiations, and supplier relationship management.
- ERP/MRP expertise (costed BOMs, PO structuring, planning parameters).
- Analytical and financial acumen.
Technical Skills
- ERP/MRP proficiency (transactional and planning).
- Understanding of BOM structures and engineering drawings.
- Electronics and PCBA component knowledge (ICs, passives, connectors, PCBs).
- Familiarity with DFARS, ITAR, and counterfeit avoidance standards.
- Supplier negotiation and contract fundamentals.

Salary Information
$120000.00 - $140000.00
