Position Information:

As a Senior IT Investment Management Analyst to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO).  The candidate will provide strategic, analytical, and governance support to ensure IT investments align with the agency’s priorities, comply with OMB mandates, and deliver maximum business value. Experience working in Federal IT organizations is preferred.    

Essential Functions

This role will be responsible for performing tasks such as but not limited to:

  • Support the Office of the Chief Information Officer (OCIO) in complying with OMB mandates, Federal CIO Council guidance, and other federal IT oversight requirements related to IT planning, budgeting, and governance.
  • Manage and execute Department-wide IT data calls; analyze Component budget submissions to ensure accuracy, completeness, and adherence to OMB reporting guidance; and coordinate with stakeholders to resolve discrepancies and obtain required documentation.
  • Support IT Capital Planning and Investment Control (CPIC) activities across the investment lifecycle, including pre-selection, selection, control, and evaluation phases.
  • Prepare executive-level briefings, dashboards, governance materials, and decision support documentation for the CIO Council, Investment Review Boards, and other governance bodies. 
  • Conduct portfolio and investment analysis to assess cost, schedule, performance, and risk; review and validate IT business cases in collaboration with investment sponsors.
  • Apply financial modeling, statistical analysis, and market research to evaluate return on investment (ROI), total cost of ownership (TCO), cost savings, and cost avoidance opportunities across the IT portfolio.
  • Monitor major and high-risk IT investments and support updates to the Federal IT Dashboard and other reporting platforms.
  • Analyze IT portfolio spending to identify efficiencies, duplication, and strategic alignment with Department priorities and modernization initiatives.
  • Develop and update policies, procedures, and guidance documents to strengthen compliance, standardize reporting, and support audit readiness. 
  • Provide training, coaching, and customer support to Components on IT budget submissions, business case development, and reporting requirements; design feedback mechanisms to improve service delivery and stakeholder engagement.

Education/Skills/Experience Requirements:

  • Bachelor’s degree in Information Systems, Business, Finance, Public Administration, or related field.
  • Minimum Experience: Seven (7) years in federal IT investment management, IT portfolio analysis, capital planning, or IT budget oversight.
  • Education/Experience Equivalent: Associate’s degree + 9 years relevant experience, OR High School Diploma + 11 years relevant experience.
  • Experience with OMB IT reporting requirements, CPIC processes, and federal IT governance frameworks.
  • Experience preparing or reviewing OMB IT reporting artifacts.
  • Experience with Financial Modeling & Cost-Benefit Analysis
  • Experience with Data Analytics & Visualization
  • Experience with Policy Interpretation & Compliance Management
  • Experience with Stakeholder Engagement & Coordination
  • Familiarity with FITARA, Federal IT Dashboard reporting, and IT modernization initiatives.
  • Strong analytical, financial modeling, and executive communication skills.

Desired Knowledge/Skills

  • Experience supporting a Cabinet-level federal agency. 
  • PMP, FAC-P/PM, ITIL, or related certification.
