Oneida Professional Services is seeking highly skilled Graphic Designers (Levels III & IV) to support multimedia, eLearning, and visual design initiatives for the U.S. Army Medical Center of Excellence (MEDCoE). These roles create high-quality graphics, animations, user interfaces, and multimedia elements that directly support medical training programs for Army personnel.

Graphic Designers at Levels III and IV apply expert design principles, advanced technical capability, and creativity to produce modern, engaging, medically accurate visual products. The Level IV role serves as a senior functional lead with UX responsibilities and cross-functional collaboration requirements.


Key Responsibilities: 

  • Design and produce medically accurate graphics and visual elements for training development and courseware.
  • Combine graphics with animation to create multimedia content for eLearning, web, and video/film applications.
  • Provide technical expertise in computer graphics, digital photography, video editing, animation sequencing, and audiovisual effects across multiple software platforms.
  • Develop graphic user interfaces and illustrative designs for digital training applications.
  • Apply creative techniques to produce stimulating multimedia educational materials for adult learners.
  • Develop technology-based instructional programs, training manuals, and instructor guides.
  • Utilize multimedia development tools (e.g., Adobe Creative Suite, 2D/3D graphics tools, vector illustration programs, animation/motion graphics tools).
  • Integrate visual and multimedia elements into asynchronous and synchronous training products.
  • Modify or update existing distributed learning products created in various multimedia and eLearning authoring environments.
  • Support production of multimedia content for web, mobile, and blended learning environments.
  • Work closely with instructional designers, media specialists, programmers, SMEs, and project stakeholders to ensure design quality and alignment.
  • Maintain consistent visual standards, project documentation, and design files.
  • Contribute to the creation and evolution of the organization’s design brand and visual identity.
  • Ensure all graphic content is medically accurate, visually cohesive, and appropriate for a military medical training audience.
  • Produce deliverables that demonstrate clarity, creativity, accessibility, and adherence to Army/DoD training standards.
Requirements:

Minimum Qualifications: 

  • Technical Certificate, Associate’s Degree, and/or Bachelor’s Degree in Graphic Design or related field.
  • 10+ years of experience in graphic design, multimedia, animation, or related discipline.
  • Proficiency with multimedia development tools (Adobe Suite, vector tools, video editing tools, motion graphics, 2D/3D graphics).
  • Ability to create graphics and multimedia assets for eLearning and medical training applications.

Requirements for Level IV:

  • Bachelor’s Degree in a related field.
  • 15+ years of experience in graphic design, multimedia, or UX design.
  • Minimum 5 years of experience working within a DoD Center of Excellence, with strong preference for MEDCoE experience.
  • Demonstrated leadership capabilities within a Center of Excellence environment.

Additional UX-focused skills and responsibilities:

  • Collaborate with instructional designers, developers, SMEs, and cross-functional partners.
  • Design responsive web applications, user interfaces, and intuitive user flows.
  • Conduct and participate in generative and evaluative user research (interviews, observations, diary studies, card sorting, tree testing, task analysis, surveys).
  • Leverage qualitative and quantitative data to produce actionable user insights.
  • Create visually polished UI designs using tools such as Figma (or equivalents).
  • Produce production-ready design documentation for implementation.
  • Contribute to and maintain organizational design brand standards.
  • Communicate and defend design decisions to stakeholders, leadership, and technical teams—serving as a clear design storyteller.
  • Coach and mentor graphic designers, illustrators, and developers as the functional lead.
