Consultant/s for Country Deep Dives of Refugee Inclusion in TVET
CGD’s Migration and Displacement programme is currently exploring two inter-related topics:
- The benefits of green-skilled migration, seeking to link training and migration to support countries of origin and destination meet their climate goals; and
- Train-to-hire programmes for refugees, as part of the complementary pathway approach to resettlement, and broader labour market access for refugees.
- A mapping of government laws and policies towards refugee inclusion in TVET and existing support and programmes for refugees participating in labour migration opportunities.
- This includes a mapping of TVET policies, labour migration policies, refugee inclusion, and analysis of where they intersect.
- Identification of challenges refugees face in accessing the host country labour market (including apprenticeships and work-based learning), such as a lack of documentation and financial resources.
- Identify TVET institutions and/or programmes (e.g., those run by international partners) delivering high-quality training aligned with labour market needs within in-demand sectors (e.g., digital, green, and healthcare). This can include both institutions already supporting refugee learners, or institutions open to supporting refugee learners.
- Analysis on the potential to develop new train-to-hire programmes, e.g., interest from international organizations, local TVET providers, government. Similarly, recommendations on how to make train-to hire programmes inclusive (for, e.g., marginalised groups, ethnic minorities, female refugees) and any examples of best practice.
Specific Skills and Experience
- Technical understanding of the broader landscape of refugee inclusion in TVET in one (or more) of the focus countries.
- Technical understanding of skills development including: education and TVET institutions; skills qualifications and recognition of prior learning; qualification recognition and harmonisation; and existing labour migration programmes.
- Experience engaging a range of stakeholders from across refugee inclusion; government; education and skills (including TVET); and the labour migration space.
- Ability to synthesize findings clearly, with an understanding of local context and strategic opportunities.
- Identify and engage key stakeholders in the target country/ies across the education and TVET; refugee inclusion; and government policy spaces.
- Produce a country profile on the refugee inclusion and TVET landscape in the each of the target deep dive countries. Analysis should include: A mapping of government laws and policies towards refugee inclusion in TVET; identification of TVET institutions and/or programmes; and analysis on the potential to develop new train-to-hire programmes
February/March: Call for experts
Mid-March: Selection of experts
Mid-March – end of May: Data collection, analysis, and drafting
End of May: Submission of draft country profile
May: CGD leads on the drafting of the report, in collaboration with experts
June: Publication
Budget and Contractual Arrangements
We are expecting this work to take 7-10 working days per country, subject to discussion. Please provide your day rate. Travel costs will be discussed separately, depending on where the consultant is based.
