Description:

 Loch Harbour Group, Inc. is seeking a senior-level Analyst, Management III to provide strategic research, portfolio analysis, business process modeling, and executive advisory support within a federal program environment.


This role requires extensive experience in engineering/science management, operations research, or financial/cost analysis, along with significant familiarity with U.S. Navy programs and operations. The successful candidate will serve as a trusted analytical advisor to senior leadership, providing data-driven insights to inform strategic decisions, governance actions, and portfolio prioritization.


This position requires full-time onsite support in San Diego, CA and an active Secret clearance at time of hire.


Key responsibilities

  • Lead strategic research and analysis efforts, including document reviews, literature analysis, and synthesis of background materials to support executive decision-making
  • Develop high-level reports, white papers, executive briefings, and strategic presentations for senior leadership
  • Maintain and oversee strategic intelligence repositories, ensuring information integrity and accessibility
  • Review revalidation and funding alignment packages, analyze sponsorship alignment, and provide correction recommendations to leadership
  • Develop and manage executive-level review packages for portfolio decisions and track approval actions
  • Serve as analytical advisor and liaison to Program Managers regarding business application governance matters
  • Analyze portfolio data to support prioritization, resource allocation, and strategic alignment decisions
  • Coordinate and facilitate industry engagement forums, preparing analytical materials and capturing actionable outcomes
  • Lead requirements elicitation and refinement efforts for business process improvements and automation initiatives
  • Translate complex operational requirements into structured process models and develop BPMN diagrams
  • Provide analytical oversight of backlog prioritization and ensure alignment between stakeholder requirements and technical implementation
  • Present findings and strategic insights to senior stakeholders and recommend data-driven courses of action
Requirements:

Education Requirements

 Bachelor's or Advanced Degree in a business or technical field  


Experience Requirement

10 or more years experience in engineering/science management, operations research analysis or financial/cost analysis.  Significant experience in U.S. Navy programs or operations. 


Required Technical Skills

  • Microsoft Excel
  • Business Process Modeling tools
  • Experience developing BPMN diagrams
  • Knowledge in using Navy ERP


Required Qualifications

  • Active Secret Security Clearance (required at time of hire)
  • Ability to work onsite in San Diego, CA
