Deputy Program Manager
Overview

The Deputy Program Manager (DPM) plays a critical leadership role in the execution and growth of federal programs. This position directly supports the Program Manager in managing complex federal contracts, ensuring contractual compliance, overseeing subcontractor performance, managing personnel, and driving operational excellence. The DPM serves as a key interface between government customers, internal stakeholders, and subcontractors, ensuring program objectives are met across cost, schedule, performance, and workforce management.
This role is ideal for a program management professional with hands-on experience supporting Cost-Reimbursable and other federal contract types, managing distributed teams, and contributing to long-term program and workforce sustainability.
Responsibilities
- Program & Contract Management
- Support the Program Manager in the day-to-day execution and administration of federal contracts, including but not limited to:
- Cost Plus Fixed Fee (CPFF)
- Cost Plus Award Fee (CPAF)
- Time & Materials (T&M)
- Firm Fixed Price (FFP)
- Ensure compliance with contractual requirements, performance metrics, and government reporting obligations.
- Assist in contract interpretation, scope management, and alignment of technical, staffing, and financial requirements.
- Monitor program cost, schedule, and performance, identifying risks and recommending mitigation strategies.
- Subcontractor & Partner Management
- Support the management of subcontractors and teaming partners, including:
- Oversight of subcontractor performance and deliverables
- Coordination of subcontractor labor, invoicing, and compliance
- Participation in subcontractor reviews and issue resolution
- Ensure subcontractor activities align with prime contract requirements and Tech(x) quality standards.
- Personnel & Workforce Management
- Assist in managing program personnel, including onboarding, task assignment, and workload balancing.
- Participate in employee performance reviews, providing input on performance, professional development, and corrective actions when necessary.
- Support workforce planning efforts to ensure proper staffing levels aligned to contract requirements and growth objectives.
- Foster a collaborative, respectful, and high-performing team environment.
- Program Planning & Execution
- Develop and maintain project plans, milestones, schedules, and work breakdown structures (WBS).
- Create and manage program dashboards and platforms that provide real-time visibility into workforce status, budget execution, and technical performance.
- Track and report key performance indicators (KPIs) to internal leadership and the government customer as appropriate.
- Transition & Growth Support
- Support program transitions and spin-up/spin-down plans, including staffing ramp-up, knowledge transfer, and continuity of operations.
- Assist in proposal development, recompetes, and task order responses, including cost estimates and staffing strategies.
- Contribute to strategic planning, business development, and workforce development initiatives.
- Communication & Leadership
- Maintain ongoing communication with government customers, internal leadership, suppliers, and team members.
- Provide clear guidance and leadership in support of program objectives.
- Represent Tech(x) professionally with internal and external stakeholders.
- Perform other duties as assigned in support of program and company success.
- All other duties assigned.
Qualifications
- Demonstrated experience supporting federal or DoD programs, with direct involvement in program execution, contract performance, and workforce coordination.
- Knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
- Proven ability to assist in managing cost, schedule, and performance for government contracts in accordance with contractual requirements.
- Working knowledge of federal contract administration, including interpretation of contract requirements, task orders, and performance deliverables.
- Experience coordinating across cross-functional teams (e.g., Program Management, Contracts, Finance, HR, IT, Security) to support successful contract execution.
- Experience supporting personnel management, including tasking, workload coordination, and participation in employee performance evaluations.
- Ability to track, analyze, and report program metrics and KPIs related to staffing, budget execution, and technical performance.
- Strong written and verbal communication skills, with experience interacting with government customers, subcontractors, and internal leadership.
- Demonstrated professionalism, accountability, and ability to operate in a regulated, compliance-driven environment.
- Experience overseeing or coordinating subcontractor performance, including deliverables, labor alignment, and issue resolution.
Preferred Qualifications
- Military trained and a Veteran.
- DoD TS/SCI Clearance.
- ITILv4 Foundation certification.
- PMP Certification.
Clearance:
- Active DoD Secret clearance
Education & Experience:
- 7-10 years’ of direct relatable experience as described under responsibilities.
- BS/BA or higher degree in Engineering, Finance or Business.
- In lieu of a degree, 4 or more years of relevant experience may suffice.
Location:
- Aberdeen, Maryland. On-Site
- Monday-Friday 8:00 am to 5:00 pm.
Travel:
- Travel requirements will fluctuate but are not expected to be over 25%
