About this position
HunaTek is seeking a Program Manager to fill a vacancy on our contract with Department of State. In this role, the Program Manager will serve as a senior advisor to leadership in accordance with existing procedures, applicable laws, and government requirements. They will perform information-gathering and analysis of political, military, and economic conditions in East Africa, provide analysis of policies to advance U.S. national security goals, and serve as the subject-matter expert with respect to sub-Saharan Africa, conflict-mitigation, counterterrorism and security concerns, human rights, governance, economic, and humanitarian issues.
Essential Job Functions:
- Serves as a senior advisor and recognized expert on Sudan, providing authoritative analysis and policy recommendations on issues related to international security, conflict-mitigation, human rights, governance, economic stability, corruption, arms supplies, extractive industries, humanitarian issues, and sanctions.
- Develops, coordinates, and advances U.S. foreign policy positions through interagency processes, including collaboration with the National Security Council, Department of Treasury, Department of War, and other federal entities.
- Leads bureau-level efforts to formulate diplomatic strategies and policy responses related to sanctions, accountability mechanisms, peace implementation, democratic transitions, and humanitarian access.
- Identifies and develops evidentiary packages and policy justifications for sanctions designations and other diplomatic tools targeting individuals and entities undermining peace and stability in Sudan.
- Formulates Bureau positions regarding multilateral assistance, international financial institution engagement, and donor coordination.
- Engages with U.S. and international businesses, financial institutions, academic institutions, civil society actors, and foreign diplomatic counterparts to assess risks, advance U.S. policy priorities, and protect U.S. interests.
- Provides strategic guidance to the business community regarding financial, legal, reputational, and sanctions-related risks associated with trade, commerce, or investment involving Sudan.
- Reviews and analyzes policy documents, budget proposals, program performance data, and other official materials to ensure alignment with U.S. foreign policy objectives and statutory requirements, including compliance with the Leahy Law.
- Supports development and oversight of program budgets, Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), Work Breakdown Structures (WBS), and related acquisition documentation in coordination with AF/EX and contracting officials.
- Ensures adherence to Department of State core values (Accountability, Character, Community, Diversity, Loyalty, and Service), Leadership and Management Principles, and Equal Employment Opportunity (EEO) standards.
- Promotes sound risk management practices, safeguards classified information and ensures compliance with Department security policies and procedures
- Occasional travel may be required
Skills and Qualifications:
- US Citizenship
- Education: bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanity
- Minimum Years’ Experience: 4 years or more
- Proficient in Microsoft Office Suite
- Possess strong multi-tasking and organizational skills
- Strong analytical, drafting, and briefing skills
- Demonstrated written and oral communications skills
- Ability to handle complex and highly detailed responsibilities
- Experience and ability to work and interact with others and provide excellent customer service
- Ability to manage complex, time-sensitive issues with minimal supervision
- Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times

Three (3) years of specialized experience demonstrating:
- Development and coordination of U.S. foreign policy positions
- Experience analyzing complex international political or economic issues
- Experience drafting policy memoranda, briefing materials, and senior-level correspondence
- Participation in interagency policy processes
- Engagement with foreign governments, multilateral institutions, or international stakeholders
- Experience applying sanctions authorities, accountability mechanisms, or related diplomatic tools
- Secret clearance with the ability to obtain a Top Secret
