Rehabilitate Canyon Village Wastewater Treatment System
This project includes the procurement of construction services for the construction of the Rehabilitation of Canyon Village Wastewater Treatment System. Work shall consist of site civil/utilities, headworks facility, bioreactors and digester facility, process facility, dewatering facility, drying beds, intraplant pump station, generator building, force main, rehabilitation existing government lift station generator building, Government lift station, influent sewer main, sewer, Brink of Upper Falls lift station and operation and maintenance storage building. The work will also consist of the installation of telemetry (and eventual integration into a parkwide SCADA system) to allow for monitoring of system processes remotely; thereby reducing the number of after hour call outs.
Period of Performance: Approx 1,067 calendar days (anticipated dates of performance April 2026 – Jan 2029) of construction management services. Exact dates of performance have yet to be determined and are dependent upon start of construction activities.
Season 1: May 04, 2026 – November 15, 2026
Season 2: April 1, 2027 – November 15, 2027
Season 3: April 1, 2028 – November 15, 2028
Requirements:The CMR shall possess the following qualifications:
1. Professional Experience:
- Professional Civil Engineer Licensure. Ten years+ experience may be substituted for the PE licensure
- Bachelor's degree in construction management or engineering.
- Minimum 10 years' experience in construction management and/or trade supervision in civil utilities construction. Experience in wastewater treatment plant construction, pipeline infrastructure, and wastewater treatment plant processes is required.
- OSHA 30-hour certification. Relevant experience acting as a CMR on projects of similar size and scope within the last 5 years.
2. Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
3. Physical abilities: Ability to walk or climb on a daily basis to observe contract performance.
4. Technical knowledge and abilities such as: a. Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
- Knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
- The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.
