The ideal candidate will have experience in FMLA/CFRA and other leave management. Experience working in NeoGov or a similar database is highly desired. The Human Resources Analyst II will assist in the administration of labor agreements by explaining contract provisions and responding to inquiries from employees.&nbsp;</span><br><br><u>DEFINITION</u>&nbsp;<br>Under&nbsp;general&nbsp;direction&nbsp;from&nbsp;departmental&nbsp;managers,&nbsp;performs&nbsp;a&nbsp;variety&nbsp;of&nbsp;responsible&nbsp;and&nbsp;complex&nbsp;administrative&nbsp;staff duties, including&nbsp;fiscal&nbsp;research&nbsp;and analysis&nbsp;and&nbsp;project&nbsp;tracking.<br>&nbsp;<br><u>DISTINGUISHING CHARACTERISTICS</u>&nbsp;<br>Under general direction of the City Manager or their designee, performs a variety of professional human resources duties including: recruitment and selection, classification, compensation, training, benefits and leave management, workers' compensation, safety, insurance, risk management, and/or employee and labor relations; provides analytical support to City management and supervisory staff; and performs a variety of other related duties as assigned. This position requires discretion to work with confidential and sensitive issues on a regular basis.<br>&nbsp;<br>Human Resources Analyst I is the entry level class in the Human Resources Analyst series. Positions at this level are not expected to function with the same amount of program knowledge or skill level as the Human Resources Analyst II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.<br>&nbsp;<br>Human Resources Analyst II is the journey-level class in the Human Resources Analyst series. Positions at this level are distinguished from the Human Resources Analyst I level by the performance of the range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Adequate performance at this level requires the knowledge of departmental or office procedures and precedents, and the ability to choose among alternatives in solving many problems. Work is normally reviewed only on completion and for overall results. Advancement from the I level to the II level is not automatic; such advancement is contingent on the availability of allocated positions, department needs, and possession of required skills.<br>&nbsp;<br> <u>SUPERVISION RECEIVED AND EXERCISED</u>&nbsp;<br>The Human Resources Analyst reports to an assigned departmental manager or managers. There are no direct reports, although the incumbent may provide technical direction or training to other administrative support staff, volunteers, and/or interns as needed. The Human Resources Analyst II may provide technical direction to other professional staff on projects as appropriate.
<strong><u>ESSENTIAL&nbsp;</u></strong><strong><u>DUTIES&nbsp;</u></strong><strong><u>AND&nbsp;</u></strong><strong><u>RESPONSIBILITIES&nbsp;</u></strong>(<em>Include but</em><em>&nbsp;</em><em>are</em><em>&nbsp;not limited&nbsp;to&nbsp;the&nbsp;following:)</em><br>&nbsp;<br><ul style="margin-bottom: 3pt;"><li>Performs job analyses, including desk audits and organizational reviews, and develops or revises class specifications.</li><li>Conducts classification and compensation analyses, including salary and benefit surveys, and makes appropriate recommendations.</li><li>Counsels and advises employees, supervisors and department heads on matters related to employment, promotion, classification, and compensation.</li><li>Performs administrative support duties and assists in the interpretation and application of human resources rules, policies, legislation, and MOUs.</li><li>Prepares written reports, memos, letters, and policies.</li><li>Performs a variety of complex and varied technical, professional, and confidential work in support of a variety of human resources programs and functions including but not limited to recruitment, onboarding, administration of leaves, and benefits administration.&nbsp;</li><li>Designs, oversees, and maintains complex recordkeeping databases and tracking systems; ensures recordkeeping and document storage practices and procedures comply with applicable regulations and rules.&nbsp;</li><li>Coordinates and implements recruitment processes for City departments; confers with departments to ascertain departmental needs; produces recruitment brochures, announcements, and advertising; screens resumes and applications; identifies qualified applicants, and schedules and coordinates written performance tests and interviews.&nbsp;</li><li>Organizes and administers oral and written examinations and results, including compiling test scores, preparing eligibility lists and candidate information, coordinating and/or conducting interviews, assisting departments in extending job offers, and coordinating follow-up pre-employment testing; monitors the hiring process and/or testing processes to assure adherence to applicable human resources policies and procedures.</li><li>Coordinates required professional reference and criminal background check processes for required classifications; monitors Department of Justice secure portal for background check results and maintains records in accordance with state and federal laws.&nbsp;</li><li>Analyzes the effect of new laws or administrative regulations on Human Resources programs and recommends policies and procedures for implementation.</li><li>Assists and/or develops, and revises City policies, procedures, and programs.</li><li>Conducts studies and projects related to human resources functional areas.</li><li>Confers with supervisors and management personnel to obtain or provide information or to help resolve problems related to assigned area.</li><li>Plans, participates in, and evaluates special projects requiring coordination of activities across departmental and functional lines.</li><li>Assists with labor relations activities, including researching and analyzing human resources data, providing recommendations, and writing reports.</li><li>Provides project management and/or technical and functional direction to assigned staff; reviews and controls quality of work; assists in completing employee evaluations; participates in performing complex duties.</li><li>Plans, schedules, prioritizes, and assigns projects, studies, and programs in consultation with the City Manager or designee; communicates status of projects, studies, and programs to appropriate staff, working cooperatively to schedule in accordance with established priorities; instructs staff in work procedures.</li><li>Trains employees in work principles, practices, methods, policies, procedures, and applicable federal, state, and local laws, rules, and regulations.</li><li>Assists in developing work plans, procedures, and schedules.</li><li>Assists in the implementation of goals, objectives, policies, procedures, and work standards for the organization, including recommending improvements.</li><li>Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment, and multi-line telephones; may operate other department-specific equipment.</li><li>Builds and maintains positive working relationships with co-workers, other City employees, and the public.</li><li>Drives a motor vehicle.</li><li>Performs work as a designated Disaster Service Worker as required of all public employees under California Government Code 3100-3109 during natural and manmade disasters and other emergencies.</li><li>Perform related duties as required.</li></ul>&nbsp;

A typical way of obtaining the required qualifications is:<br> <br>Human Resources Analyst I: Equivalent to a Bachelor's Degree in Human Resources, Industrial Relations, Public or Business Administration or related field, and at least two (2) years of progressively responsible experience in general office administration activities, human resources, or personnel administration which involved research, analysis and the preparation of written reports and recommendations. Experience performing such work in a public sector environment is highly desirable. Additional experience may be substituted for the required education on a year for year basis.<br> <br>Human Resources Analyst II: Equivalent to a Bachelor's Degree in Human Resources, Industrial Relations, Public or Business Administration or related field, and at least five (5) years of progressively responsible experience in human resources, business or public administration activities, of which two (2) of these years requires demonstrated success in public human resources administration work including increasingly responsible experience providing complex and varied technical, professional, and confidential support for human resources programs and services.
