Job Summary
The Lead Buyer / Optics Specialist is responsible for leading strategic procurement activities for laser optics, mechanical and electro-mechanical components, and related goods and services in support of defense and government programs. This role manages complex supplier relationships, negotiates high-value and long-term agreements, and develops sourcing strategies that balance cost, quality, risk, and schedule. The position serves as a key cross-functional partner to Engineering, Program Management, Quality, and Operations, and provides technical and professional guidance to less-experienced buyers.
KEY RESPONSIBILITIES
Strategic Procurement & Sourcing
- Plan, execute, and manage procurement activities for raw materials, components, laser optics, goods, and services in alignment with business and program requirements.
- Develop and execute sourcing strategies based on market analysis, supplier capabilities, cost drivers, and risk assessments.
- Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and bid packages; evaluate responses and make or recommend supplier awards.
Supplier Management & Negotiation
- Establish, develop, and maintain strong supplier relationships to ensure quality, delivery performance, cost competitiveness, and supply continuity.
- Lead complex commercial negotiations, including pricing, terms and conditions, long-term agreements, and risk mitigation strategies.
- Approve, qualify, and manage suppliers in accordance with company policies and program requirements.
- Monitor supplier performance and resolve issues related to quality, delivery, claims, rejections, returns, and corrective actions.
Cost, Performance & Market Analysis
- Analyze market trends, supplier operations, and cost structures to identify savings opportunities and achieve cost-reduction objectives.
- Compile and analyze procurement and supplier performance metrics; prepare reports and recommendations to support data-driven decision-making.
- Maintain accurate procurement records and documentation in compliance with internal and external requirements.
Cross-Functional Leadership & Project Support
- Lead and manage complex procurement projects from planning through execution, ensuring alignment with technical, schedule, and budget requirements.
- Serve as the primary procurement interface for assigned programs or projects, representing the organization with suppliers and internal stakeholders.
- Collaborate cross-functionally with Engineering, Quality, Manufacturing, Program Management, and Finance to support program execution.
Process Improvement & Compliance
- Identify and implement process improvements, best practices, and innovations to enhance procurement efficiency and effectiveness.
- Ensure compliance with company policies, ethical standards, and applicable laws and regulations, including trade compliance and anti-corruption requirements.
- Support departmental planning by contributing to procurement strategies, budgets, and operational goals.
Mentorship & Development
- Provide training, coaching, and technical guidance to junior buyers and procurement team members.
- Share subject-matter expertise related to optics sourcing, supplier capabilities, and market conditions.
REQUIRED CAPABILITIES
- U.S. Citizenship required due to government contract requirements
- Ability to obtain and maintain a US Security Clearance.
- Proficient in MS Office tools: Excel, PowerPoint.
- Proficiency with procurement, ERP or MRP systems

EDUCATION/ EXPERIENCE
- Bachelor’s Degree in Supply Chain, Business, Engineering, or a related field.
- Proficiency in Microsoft Office products.
- 12 + years of progressive experience in procurement, sourcing, or supply chain management.
- 10+ years’ experience leading complex negotiations and managing high-value supplier agreements.
- 10+ years of experience in procurement of mechanical and electro-mechanical commodities including specialized optics for military grade laser designators and range finders.
- 8+ years of experience serving as the primary procurement contact for major programs or projects.
