Position Overview:
The Human Resources Support Specialist serves as the primary coordinator and facilitator of the organization's weekly onboarding program and assists the Talent Acquisition Lead with residential recruitment activities.
This role ensures a structured, compliant, and engaging onboarding experience for all new hires, from offer acceptance through successful integration into their roles. In partnership with Talent Acquisition and Human Resources Managers, the incumbent supports interviewing, pre-employment verification, offer preparation. The position also maintains HRIS accuracy, supports regulatory compliance (DHS and MN employment laws), and contributes to workforce readiness and retention initiatives.

Role Responsibilities:

Onboarding & New Hire Administration
  • Plan, coordinate, and facilitate weekly onboarding sessions for all new hires
  • Present organizational mission, values, policies, safety expectations, documentation standards, and compliance requirements
  • Ensure completion of required onboarding documentation (I-9, W-4, direct deposit, acknowledgements, etc.) and maintain and update onboarding trackers.
  • Coordinate DHS background studies, fingerprinting, and eligibility verification prior to start date
  • Ensure HRIS and payroll setup is completed accurately and timely
  • Track onboarding attendance, completion status, and compliance metrics
  • Conduct 30-day new hire check-ins to assess engagement and identify early concerns
  • Maintain onboarding materials, agendas, and training content to ensure consistency
  • Partner with supervisors to confirm department-specific orientation milestones are completed
  • All other pertinent HR duties as assigned
Recruitment and Interview Support
  • Assist the Talent Acquisition Lead with interview scheduling and candidate communications
  • Participate in structured interviews for residential positions as assigned
  • Provide interview feedback to the Talent Acquisition Lead
  • Conduct reference checks or screening calls as directed
  • Prepare letters and background study instructions
  • Maintain applicant tracking documentation in compliance with EEOC standards
  • Support hiring events and recruitment outreach efforts
HR Projects & Administrative Support
  • Partner with HR leadership on department-wide initiatives
  • Support internal audits, compliance reviews, and preparation for DHS licensing visits
  • Draft HR communications, announcements, and training materials as requested
  • Serve as a back-up for HR inbox monitoring and triage employee questions with professionalism
Performance & Engagement Support
  • Track completion of performance evaluations and probationary reviews, sending reminders as needed
  • Assist supervisors with documentation templates and goal-setting guidance
  • Maintain performance records and follow up on overdue submissions
  • Support culture-building initiatives in alignment with RTI's mission and values
Benefits Administration Support
  • Provide new employees with benefits enrollment guidance
  • Assist with COBRA notifications and ensure timely delivery of required documents
  • Collaborate with Payroll on deduction setup and benefits cost adjustments
HRIS & Compliance Management
  • Maintain accurate and current employee records in HRIS
  • Monitor compliance with employment regulations
  • Maintain personnel file documentation standards
  • Track required trainings, certifications, and renewal deadlines
  • Assist with internal audits and DHS licensing reviews

Required Qualification and Experience:

  • Must have a High School diploma or GED
  • Minimum of one (1) year experience in Human Resources or Business Management
  • Minimum of one (1) year experience with Onboarding or Recruitment
  • Must pass the required background check and remain eligible to provide services as defined by the Minnesota Department of Human Services
  • Must pass the screening required by Federal Human Services Office of the Inspector General to assure that person has not been excluded from working in the Health Care Programs which receive federal funding
  • Must have access to a reliable vehicle and maintain a valid driver's license and insurance

Preferred Qualification and Experience:

  • Bachelor's degree in Human Resources, Business Administration, or related field
  • Experience working in social services, behavioral health, mental health, residential services, or other human service settings

Compensation: $50,000.00 - $55,000.00 per year

Physical & Mental Requirements:

Employees in this role must be able to:

  • Walk, stand, sit, bend, climb stairs, and perform crisis prevention/intervention techniques
  • Use hands for writing, typing, data entry
  • Lift up to 40 lbs. and occasionally exert physical effort during duties
  • Maintain vision and hearing necessary for reading charts, operating office equipment, using a computer, and driving a vehicle

Salary Information

$50,000 - $55,000
