The Health, Safety & Environmental (HSE) Manager is responsible for developing, implementing, and overseeing all company-wide safety, health, and environmental programs for construction operations. This role ensures regulatory compliance, drives a strong safety culture, manages incident investigations, and leads the company’s workers’ compensation, auto, and general liability claims processes.


Key Responsibilities

Health & Safety Management

  • Develop, implement, and maintain corporate HSE policies and procedures.
  • Ensure compliance with OSHA, DOT, EPA, and applicable state and local regulations.
  • Conduct jobsite audits, inspections, and field safety observations.
  • Lead safety training programs (confined space, excavation, equipment operation, hazard communication, etc.).
  • Support the VP of HSE in developing Job Hazard Analyses (JHAs) and site-specific safety plans.
  • Track and analyze safety metrics (TRIR, DART, near misses) and implement corrective actions.

Incident Investigation & Claims Management

  • Manage all incident and accident reporting processes across the company.
  • Conduct or oversee investigations for injuries, vehicle accidents, property damage, and environmental incidents.
  • Serve as primary liaison with insurance carriers, third-party administrators, and legal counsel regarding claims.
  • Manage workers’ compensation, auto liability, and general liability claims from initial report through closure.
  • Coordinate medical treatment, return-to-work programs, and modified duty assignments.
  • Maintain accurate records of claims and analyze trends to reduce future losses.
  • Prepare documentation and participate in claim reviews, depositions, or legal proceedings as required.

Risk Management & Loss Prevention

  • Identify operational risks and recommend engineering, administrative, and PPE controls.
  • Participate in preconstruction planning to evaluate safety and environmental risks.
  • Assist with fleet safety programs and driver training.
  • Support insurance renewals and audits by providing loss data and safety program documentation.

Leadership & Culture

  • Promote a proactive safety culture throughout the organization.
  • Coach supervisors and managers on safety leadership and accountability.
  • Participate in management meetings and provide regular HSE performance reports.
  • Lead safety committees and coordinate company-wide safety initiatives.


Qualifications

  • Bachelor’s degree in Safety, Environmental Science, Engineering, or related field (preferred).
  • 5+ years of HSE experience in heavy civil or trenchless construction.
  • Strong knowledge of OSHA, DOT, and environmental regulations.
  • Strong knowledge of managing workers’ compensation and liability claims.
  • Experience with incident investigation and root cause analysis.
  • CSP, ASP, or CHST certification preferred.
  • Valid driver’s license and ability to travel to project sites.
