Role Overview
VersAbility Resources seeks a Vice President of Government Contracts to provide operational and strategic leadership for the organization’s government contracts portfolio and to effectively manage the Government Contracts division. This role provides day-to-day operational leadership for assigned government contracts, including resource planning, scheduling, prioritization of work, and establishing daily/weekly production and service objectives, consistent with contract requirements and organizational policies. The position continuously evaluates service delivery to identify process improvements and to recognize outstanding performance, and serves as an authorized company representative to designated government personnel and partners regarding contract performance, service quality, and contract administration matters, escalating issues as appropriate.

What You’ll Do
•    Serve as VersAbility’s primary representative for assigned government contracts, including communication with government representatives, SourceAmerica, and subcontractors.
•    Maintain effective communication throughout the contract lifecycle, including Statement of Work reviews, pricing, negotiations, award, performance, and modifications; participate in quality inspections and reviews of sanitation and safety practices as needed.
•    Provide leadership, guidance, and oversight to Government Contracts Directors and Project Managers (including subcontractor management) to ensure conformance with contract requirements and delivery of technical assistance as needed.
•    Ensure contract compliance with applicable federal, state, and local laws and regulations and with organizational policies, including ethical conduct standards and required training.
•    Lead business development for new private and public sector opportunities; develop and present proposals; prepare competitive bids; and participate in contract negotiations in coordination with senior leadership.
•    Represent VersAbility and present on the AbilityOne program and organizational capabilities at local, regional, and national events, as assigned.
•    Build and maintain relationships with key stakeholders and industry partners (e.g., SourceAmerica and peer agencies) to support performance and growth.
•    Evaluate and monitor operations to ensure customer specifications are met and positive customer relationships are maintained.
•    Ensure compliance with regulatory, contractual, and reporting requirements (e.g., OSHA, Department of Labor/Wage and Hour, AbilityOne Commission requirements, and SourceAmerica policies, as applicable); respond to Department of Labor inquiries in collaboration with Human Resources.
•    Develop and maintain procedures, internal controls, operational policies, and work instructions that support consistent service delivery and compliance.
•    Lead and develop assigned personnel: support hiring and staffing, performance management and coaching, training needs, work allocation, succession planning, and employee relations (including union relations) in collaboration with Human Resources.
•    Develop business plans and budgets; monitor financial performance; and implement corrective actions to meet performance targets.
•    Oversee the condition of facilities and equipment to maximize efficiency, effectiveness, and a safe working environment.

Qualifications
•    Bachelor’s degree in Business, Public Administration, Contract Management, or a related field (or an equivalent combination of education and progressively responsible leadership experience in government contracting and/or government services operations).
•    Demonstrated leadership experience across multiple sites/programs, including customer/stakeholder management, pricing/bidding, and contract performance.
•    Knowledge of government contract lifecycle management, compliance controls, applicable regulations/standards, Department of Labor requirements, and industry best practices.
•    Ability to apply a systems approach; analyze data; manage priorities; multitask; and work independently with a flexible schedule.
•    Strong oral and written communication skills, including negotiation and conflict resolution; strong interpersonal and organizational skills.
•    Budgeting/financial management and performance reporting skills; proficiency with MS Office Suite.
•    Knowledge of labor/union practices and employee relations principles; supervisor/employee training techniques.
•    Preferred: Master’s degree; experience with AbilityOne and/or working in mission-driven services supporting individuals with disabilities.

Work Environment & Travel
This is a hybrid role, with a mix of on-site work at VersAbility Resources locations and remote work. Most work is sedentary; however, regular walking, standing, bending, and driving may be required during contract site visits. Site visits may include environments such as hot/humid commercial kitchens, manufacturing equipment areas, outdoor grounds maintenance locations, and U.S. Navy ships (piers, passageways, and material handling areas). Travel up to 25% is required to conduct site visits and attend conferences. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.

$180000 - $210000 Annual Salary
