About this position
- Oversees staff that provides consultative and technical assistance services to agency contractors and service providers for workforce programs and operations.
- Makes presentations to Workforce Board committees, full Board of Directors, partners, Local regional state, and national agency.
- Provides guidance to staff in the development and integration of new methods and procedures.
- Reviews organizational systems and procedures and develops recommendations for better aligning and utilizing people, resources, systems, and processes to achieve better integration, continuous improvement, and support of organizational goals and priorities.
- Oversees the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
- Oversees and directs staff in the design, development and implementation of special projects and initiatives.
- Regularly convenes meetings and confers with Board and Contractor staff to discuss issues, updates, to coordinate activities, and resolve problems.
- Consults with other agency managers and agency contractors involved in the program to identify/resolve problems, identify training needs, and discuss program effectiveness.
- Identifies the need for and implements new programs.
- Determines trends and collaborates closely with the Chief Operating Officer to resolve operational problems, contractor performance, and funding obligations.
- Develops, aligns, monitors, and evaluates program policies, procedures, manuals, standards, and plans in accordance with program objectives and goals.
- May conduct research as directed.
- May lead special projects.
- May represent the agency at business meetings, conferences, community meetings, etc.
- Ensures compliance with program policies and procedures, statutes, and rules and takes corrective action(s) as needed.
- Initiates and/or reviews management, productivity, and performance reports and studies to improve agency operations.
- Initiates or oversees the development and implementation of effective techniques for evaluating agency programs, including the integration of child care and workforce programs.
- Oversees the completion and monitoring of required performance reports and recommends appropriate changes and actions to improve contractor performance.
- Initiates or oversees studies and analyses of operations/problems and the preparation of reports of findings and recommendations.

KNOWLEDGE, SKILLS, and ABILITIES
- Strong working knowledge of local, state, and federal laws, rules, regulations, and policies applicable to Child Care and workforce development programs.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to develop and evaluate policies and procedures.
- Plan, implement, and coordinate agency programs; to prepare clear, concise reports; to maintain a thorough understanding of performance measures; to communicate/ present ideas and data effectively, both orally and in writing.
- Develop, lead, and motivate effective teams; knowledge of process improvement/quality improvement programs.
- Exhibit strong leadership, project management, problem-solving, and critical thinking skills.
EDUCATION and/or EXPERIENCE
- Bachelors degree from an accredited college or university with major course work in a field relevant to the assignment.
- Minimum of six (6) years of full-time experience in the oversight and direction of a childcare program or in strategic planning and policy development and implementation.
- Minimum five (5) years of which must have been in administrative management or supervisory capacity.
- An equivalent combination of experience, training, and/or education approved by the agency.
- Experience within the Texas Workforce system is a plus.
OTHER QUALIFICATIONS
- Must be legally eligible to work in the United States.
- Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
