JOB TITLE: EQUIPMENT OPERATOR - FOREMAN 

DEPARTMENT: ROAD AND BRIDGE

FLSA STATUS: NON‑EXEMPT

PAY GRADE: F

 

DESCRIPTION OF WORK

 

Under general direction, supervises and performs road maintenance and construction activities; responsible for supervising an assigned group of maintenance workers performing general and specialized road maintenance, repair, and construction; working foreman.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Supervises a crew of maintenance personnel and equipment operators engaged in road repair, maintenance, and construction work; 
  • operates backhoes, loaders, motor graders, rollers, and a variety of trucks and other equipment; 
  • approves Equipment Operators time sheets and PTL requests;
  • maintains equipment, materials
  • prepares related reports; responds to complaints from the public;
  • operates a variety of heavy and medium equipment; 
  • may assist in bridge repairs; inspects equipment and work performed; places traffic signs and barricades; 
  • assists employees in performing more difficult tasks; 
  • operates welding and other job related equipment; 
  • performs other duties as assigned.
  • Responds to after hour calls
  • Checks all invoices/bills before submitting to the Public Works office.

 

QUALIFICATIONS:

Knowledge of job-related equipment, materials, and practices.

Knowledge of the applicable work safety rules and procedures.

Knowledge of the county road and bridge system.

Ability to effectively lead employees performing manual, semi-skilled and skilled tasks.

Ability to read basic engineering plans and drawings.

Ability to operate highway maintenance equipment.

Ability to understand and follow written and oral instructions.

Ability to maintain records and prepare basic reports.

Ability to perform heavy physical labor under a variety of weather conditions. 

Ability to establish and maintain effective working relationships with employees, officials, and the public.

 

 

PHYSICAL AND SENSORY REQUIREMENTS:

Ability to perform moderate and some heavy physical work and to lift and carry up to 50 pounds and occasionally 100 pounds.

Ability to stand, walk, sit, ride, climb, bend, kneel, twist, reach, grasp, push, pull and perform similar body movements.

Possesses hand/eye/foot coordination adequate to operate office equipment, including a computer, a vehicle and heavy equipment.

Ability to talk and hear in person, by telephone and two-way radio; ability to hear malfunction of equipment.

Ability to see and read instructions, manuals and characters on a computer screen; ability to see and detect unacceptable materials.

 

 

EXPERIENCE AND TRAINING:

 

High school diploma or GED with five years of experience in highway and/or bridge construction, including operation of job-related equipment.

 

SPECIAL REQUIREMENTS:

 

Must possess a valid CDL driver's license.

Must become a Certified CDL Behind The Wheel (BTW) Instructor to provide BTW training to any non-CDL employees.  Certification must be renewed every two (2) years.
