Title: Housing Specialist – Tier II (HPLP) 

Location: New York Metropolitan Area 

Reports to: Housing Specialist Supervisor 

Pay Range: $34.89 - $34.89 per hour (effectively $63,500 - $63,500 per year) 

FLSA Classification: Non-exempt 

Status: Full-time (35 hours per week) 

 

Role Summary: The Housing Specialist – Tier II will provide advanced housing services to assist clients in understanding and addressing complex personal or social challenges impacting their housing stability. This role involves collaborating with legal staff to develop comprehensive service plans that ensure sustainable housing and enhanced access to community resources. The specialist is expected to lead cross-training initiatives and possess a thorough understanding of the Housing Services Department’s operations. 

 

Primary Job Responsibilities/Duties 

The Housing Specialist – Tier II is responsible for, but not limited to: 

Collaborate with program participants to develop and implement advanced service plans tailored to resolving multifaceted issues and obstacles to maintaining housing stability. Provide client intake, service planning, advocacy, and referral services, stepping in to support or supervise case managers as required. Maintain consistent weekly or bi-weekly contact with clients to monitor and evaluate service plan progress, providing strategic guidance. Maintain accurate records, track case progress, and input detailed case-related information into the Legal Server Database. Design, conduct, and lead housing-related activities, workshops, and training sessions. Guide participants in obtaining, reinstating, and optimizing benefits through strategic planning. Assist participants in identifying and securing diverse financial resources to support housing stability. Advocate for and manage the submission of applications for rental assistance grants through charitable organizations, ensuring optimal outcomes. Compile, review, and submit comprehensive packages to HRA for Rental Assistance Grants (Exceptions to Policy) and One Shot Deals. Work collaboratively with legal services staff to assess client readiness and provide leadership in legal proceedings. Treat all clients, visitors, and employees with kindness, respect, and dignity, setting a standard for professionalism. Enforce facility rules and regulations to maintain compliance and operational integrity. Attend staff meetings, lead committee discussions, and represent the department as required. Uphold the highest standards of confidentiality and professionalism at all times. Demonstrate advanced time management and prioritization skills to handle complex caseloads. Stay at the forefront of new trends and developments in social services and related fields, integrating best practices. Perform and delegate general clerical duties to support departmental efficiency. 

Physical Requirements: 

Ability to walk, stand, kneel, crouch, and bend over.   Ability to lift, reach, and handle objects weighing up to 25 pounds.   Ability to sit at a desk and work on a computer for prolonged periods.   Ability to travel to different locations within New York City, as needed 

 

Work Environment / Schedule Requirements: 

While standard business hours are Monday through Friday, 9:00 AM to 5:00 PM, employees may be required to work on or during evenings, weekends, and holidays.     

 

Qualifications 

Baccalaureate degree in Human Services, Social Work, Psychology, Sociology, or related field with two (2) or more years of direct social service experience; OR,  Associate degree in Human Service or related field with three (3) or more years of direct social service experience; OR,  High School Diploma/General Equivalent Diploma with five (5) or more years of direct social service experience.  Knowledgeable of the plight of the homeless and special needs populations  Knowledgeable of casework/case management methodologies  Commitment to the mission of NAICA, Inc.  Proven ability to work collaboratively well with diverse groups  Proven ability to handle multiple tasks effectively under pressure  Strong organizational skills, detail-oriented, and efficient  Maturity, integrity, and sound judgment  Must be able to read, speak, write, and understand English for administrative purposes.  Must pass drug screening to be appointed.  This position may be subject to a series of investigations before and after appointment.
