POSITION OVERVIEW
We are seeking a skilled and experienced Senior Manager, Last Mile to lead the planning, coordination, and delivery of last mile operations for a world-class transportation program at a major international sporting event.
The Last Mile is the critical link between transport hubs and venue entrances, and this role ensures those final connections are safe, efficient, accessible, and engaging for all client groups. Working in close collaboration with venue teams, transport partners, and security providers, the Senior Manager will create seamless crowd movement and a positive arrival and departure experience.
KEY RESPONSIBILITIES
1. Last Mile Strategy & Planning
Develop and deliver the Tournament-wide Last Mile operational strategy, integrating with venue transport plans, security operations, and crowd management principlesIdentify ways to make sure these spectator journeys are all about ‘fan experience’. Strategize and plan on how to engage spectators and client groups every step of the way to ensure a memorable and once in a lifetime experience Identify and map all last mile routes and spectator flows for each location, ensuring they are safe, clearly signposted, and compliant with accessibility standards. Plan all client group separation in alignment with FIFA access protocolsIncorporate wayfinding, barriers/fencing, mobility support, and event branding to create a consistent spectator experience2. Stakeholder Engagement
Collaborate with local councils, police, public transport operators, and venue management to coordinate last mile operationsWork closely with security, safety, and emergency services to align crowd flows with screening and entry processesEngage with accessibility advocacy groups to ensure inclusive planning3. Operational Delivery
Determine requirements for crowd control barriers, signage, lighting and pedestrian safety infrastructure Oversee deployment of last mile staff, volunteers, and contractors, ensuring they are trained and briefedMonitor crowd flows in real time, implementing adjustments as needed to maintain safety and efficiency4. Readiness & Testing
Lead last mile readiness exercises, including venue walk-throughs and test eventsEnsure all stakeholders are clear on roles, responsibilities, and contingency procedures5. Live Event Operations
Manage last mile operations during event time, either from the Host City Transport Operations Centre (HC TROC) or in-field as requiredCoordinate rapid response to incidents, congestion, bottlenecks, or accessibility and safety risks and issues affecting last mile routesAdjust operations dynamically to manage peak arrivals and departures6. Reporting & Legacy
Produce readiness reports, daily operations updates, and a final post-event report with lessons learnedRecommend improvements for future major events at existing venues
SKILLS AND KNOWLEDGE
Proven leadership and experience in last mile planning and operations, knowing the importance of building strong partnerships across a diverse range of stakeholders Motivates and manages multi-agency teams effectively during planning and live operationsResponds quickly and effectively to operational challenges. Prioritizes safety, efficiency and customer experience and balances immediate operational needs with longer term objectives Excellent knowledge of the passenger transport industry in one or more of the following areas (Bus, Coach, Chauffeur, Taxi, Rail, Fleet, etc.)Ability to translate complex operational requirements into clear, actionable plansEmpathetic to culturally diverse audiencesLead and attend meetings always representing TMS with the highest standard. Ensure timely response to all communications and maintain all documentation in company files and folders and sharing key documentation as required Flexibility in working hours – no two days are the same. Be willing to work flexible and extended hours throughout the event period
QUALIFICATIONS AND EXPERIENCE
University degree or equivalent professional experience Proficient in English (written and oral) Preferably 8-10 years of progressive responsibilities and work-related experience, and any combination of education and training, which provide the required knowledge, skills and abilities to perform the essential functions of the job, combined with demonstrated professional growth and achievement Previous involvement in complex event operations, preferably at FIFA World Cup™ or Olympics scale or equivalent Experience of working in International and US major events, preferably within a transport, venue or logistics planning capacityDemonstrated success in planning and delivering large-scale pedestrian movement or access operations and crowd management Strong understanding of public safety, accessibility, and crowd dynamicsAdvanced skills in writing operational and readiness plans, and post event reportingStrong business acumen and transport language Advanced working knowledge of Microsoft Office 365 softwareThe employees’ responsibilities reflect the current needs and requirements of the Company as at the date of issuing this position description.
