JOB SUMMARY

  • The Subject Matter Expert (SME) shall provide programming expertise to support funding AATC and mobility requirements and AATC program sustainment for the Air National Guard. This support will provide AATC with help advocating and funding for ANG/AFRC modernization programs into the Air Force Program Objective Memorandum (POM). 

ROLES AND RESPONSIBILITIES

  • The SME shall provide support including, but not limited to, getting AATC test detachments programmatically funded into the POM, complete briefings to garner ANG leadership support/approval, meet POM milestones, provide a direct relationship between NGB/A5 and AATC and NGB/A8, represent AATC at any basing and conversions meetings/site activations for AATC programs, support the Mobility Branch with any mobility issues, support the Combat Aircraft Branch with AATC specific funding issues, support the C5ISR Branch with all AATC funding issues, support the Cyber Branch with all AATC funding issues, work to ensure that all A5-funded modernization efforts have sustainment plans entered into the POM, develop force structure requirements for all AATC detachments.
  • Responsible for the development of the ANG portion of the POM for all MAF and Test assigned Program Elements (PEs). Ensures Air National Guard MAF and Test programs are properly reflected in all programming text and formats. Responsible for tracking information throughout the ANGCP and AFCS and incorporates recommendations into POM via Program Budget Execution System (PBES). Follows execution phase of Air National Guard budget for specifically assigned programs.
  • Responsible for the preparation of correspondence, briefings, and papers on programmatic implications for force structure, programs, manpower and execution. Manages and implements long range force structure programming actions on ANG MAF and test assets and resources while reviews, evaluates, develops, and advocates ANG position to Air Staff, OSD, NGB Staffs within DoD PPBE System.
  • Self-motivated action officer who is thoroughly knowledgeable of the ANG and its operational missions. Must have background knowledge of DoD Planning, Programming and Budgeting Execution (PPBE). Ability to make judgmental decisions regarding ANG long range force structure planning, programming, basing recommendations, and developing strategic force structure programming guidance’s congruent with DoD, AF/ANG policies. Serves as interface between ANG and HAF programming community and MAF and Test community for validating operational requirements for like airframe modifications to support programmed initiatives.
  • The SME interacts daily with the Integration Branch to define, integrate and support ANG Mobility and Test requirements with other ANG Directorates and Commands to develop ANG Program Objective Memorandum (POM) inputs and support, defend and advocate interests at unit, ANG Corporate Process and AF Corporate Structure levels.
  • The SME shall create 5x8s to brief ANG leadership on all AATC funding options, draft AATC and mobility Decision Briefs for ANG leadership, complete 1-N spreadsheets for POM submission, complete brief sheets, draft load sheets. 
  • The SME shall be proficient in, but not limited to, using Power BI, Power Point, Word, Excel, PBES, Enterprise Task Management Software.
  • Leads the ANG strategic program, guidance, and analysis as it relates to ANG strategic force structure vision over the FYDP and in the future out-years. 
  • Advises and assists the Director, Plans, Programs and Requirements, NGB/CF & ANGRC/CC in developing, promoting, and shaping effective test and mobility program management.
  • Advises ANG leadership on Test and Mobility force structure initiatives ensuring the ANG supports national, Joint, and AF objectives. 
  • Leads development of force structure programming & funding options supporting all ANG MAF and Test missions and related functions.
  • A thorough knowledge of the functions and organizational structure of the DoD, U.S. Air Force, MAJCOMs, NAFs, TAGs, and ANG units is mandatory.
  • The SME shall conduct Integrated Product Teams to include all ANGRC directorates as required to answer short notice issues and address long term programs that require continued coordination throughout the ANGRC and AATC. 
  • The SME will also assist with program execution, review program funding, data analysis, respond to Requests for Information (RFIs) to include Congressional Reporting Requirements (CRRs) and provide recommendations.
  • The SME will act as a liaison between NGB/A8, NGB/A5 and AATC program management teams and assist the Government in identifying and documenting system deficiencies and program issues for monthly status reporting.
  • Requires daily interaction with and access to military-only meetings at the HAF (Pentagon) and all MAJCOMs. Mil-to-mil relationship is vital; in the best interest of NGB.
  • Responsible for adhering to company Policies and Processes.
  • Submit MSR’s (Monthly Status Reports) to GMRE headquarters by the 10th day of every month. The MSR will include employee’s name, supported MDS, a maximum of 5 bullet points for significant events for the month, travel for the past month and any significant events and activities for the next 60 days.
  • Support the AATC Commander as needed on various ancillary projects.
  • Other duties and responsibilities as assigned by Director, Plans & Programs (NGB/A8) and/or Chief, Programs Division (NGB/A8P).

EDUCATION AND EXPERIENCE

  • Minimum bachelor’s degree or 15 years of experience and 5 years of Mobility DoD experience. 

SECURITY CLEARANCE AND OTHER REQUIREMENTS

  • You are required to obtain and maintain a U.S. Top Secret security clearance. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver’s license is required.
  • Do you have the ability to pass a background check to be granted access to the specific working location installation bases to perform work for GMRE? 

PHYSICAL REQUIREMENTS

  • The work is generally sedentary, there will be some recurring periods of maintaining equipment which may require employee to lift equipment, stand, walk, stretch, bend, reach, and stop for short periods of time, requiring only moderate physical ability and physical stress.

TRAVEL REQUIRED

  • This position may require travel up to 50% of the time from normal duty station to CONUS locations. You must be able to travel on military and commercial aircraft for extended periods of time to fulfill contract requirements.
