Position Description: The Project Manager for the Professional Development Center (PDC) will be responsible for the planning, development, implementation and oversight of a multi-faceted center and associated programs focused on integrated education, professional development and technical assistance to support and advance adult educational pathways to in-demand careers across the state of Texas with an emphasis on system integration.

The position will manage multiple concurrent and interrelated projects with diverse stakeholders including but not limited to Texas Workforce Commission (TWC) personnel, adult basic education providers, post-secondary institutions, students, large employer representatives, and community members. Projects will include a cohort based professional development academy, multi-day symposium, regional events, webinars, online professional development portal and employer resource hub as well as additional technical assistance projects as needed. As the PDC Project Manager, the position will serve as the main liaison to TWC staff ensuring accurate and timely completion of all activities, outcomes and reporting requirements to meet TWC specifications. This position will also serve as an integral part of the Restore Education team facilitating the sharing of knowledge and best practices garnered through direct service across the agency and within the PDC curriculum. As the PDC lead, this position will directly supervise two PDC Program Specialists as well as an Admin and Data Coordinator, and contracted SMEs to support the successful implementation of the PDC center.

Schedule: Full-time hours with flexible schedule (some Evenings and Weekends required). Travel within state of Texas required up to 30% of time.
Location: Remote or hybrid (with location in the state of Texas required).

Responsibilities
In collaboration with the TWC staff and Restore Education leadership, lead the creation and operation of a Professional Development Center (PDC) inclusive of an academy, symposium, regional events, online education modules, technical assistance and an employer resource hub to advance educational pathways to in-demand careers and strengthen the states workforce.
Serve as the main liaison between TWC staff, Restore Education leadership, adult education providers and work committees.
Lead and facilitate discovery sessions to uncover, clarify and validate PDC center expectations and stakeholder requirements.
Create detailed project and work plans inclusive of activities, timelines, milestones, resources required, and risk management plans to support full implementation of all PDC activities in alignment with stakeholder input and requirements to meet desired outcomes.
Oversee the implementation of PDC activities, monitor, validate and adapt project plans as needed in accordance with change management processes and stakeholder requirements.
Support, engage, mentor and collaborate with PDC team members to facilitate success in their respective roles in the implementation of the PDC.
Directly supervise PDC team members, offer performance guidance, feedback, advocacy and growth opportunities for the team.
Identify partners to act as SMES and workforce systems integration advisors and advocates
Prepare RFPs, scopes of work, budgets and contracts as needed to support procurement of SMEs, event support, and other necessary resources
Build relationships with key stakeholders and create associated communication plans and processes to ensure ongoing engagement with honest and open communication
Oversee project documentation and reporting process in alignment with TWC requirements, Restore Education agency processes, and to support appropriate levels of stakeholder engagement
Serve as an advocate for the needs of adult learners and adult education providers across the state and subscribe to Restore Educations core value that post-secondary success is for everyone.
Performs related duties and fulfills responsibilities as required and/or assigned.

Education and Experience
3+ years' experience in adult education, organizational learning, and/or development required
Experience working with diverse stakeholders across complex or high-growth organizations required; community-based organizations, government agencies, post-secondary institutions, industry associations and/or school district engagement experience strongly preferred
3+ years of supervising a high-performing and engaged team, including performance management and professional development required.
3+ years of professional project management experience, preferably multi-faceted projects with external stakeholders
Direct experience with designing or implementing integrated education and training programs preferred.
Experience leading RFP or similar processes to procure needed project resources and identify SMEs
Demonstrated ability to successfully oversee and monitor project budgets and timelines from initiation to completion in alignment with strict parameters
Experience planning and implementing large-scale multi-day professional development and/or education events and/or conferences planning preferred
Experience in overseeing online content and website development projects preferred
Experience managing logistics and budgets for complex multi-day events, meetings or conferences to meet specified outcomes preferred

Familiarity with CRM databases i.e. Salesforce, TEAMS
Ability to synthesize data and share strategic observations

Estimated Annual Salary Range: $75,000-$85,000 per year.

LICENSES OR CERTIFICATES
Must possess a valid Class C Texas Drivers License or obtain a valid Class C Texas Drivers License within thirty (30) days after becoming a resident of the State of Texas.

Physical requirements include visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting,
standing, bending, twisting, and walking to perform the essential functions.
