PROGRAM MANAGER

GENERAL DESCRIPTION: Assist the CYS Program Director with the administration, development, implementation, and oversight of all aspects of CYS(CYS) to ensure that all aspects of program services meet and/or exceed professional and Best Practice Standards, regulations and policies set forth by State Licensing and local codes.

QUALIFICATIONS:

  • Bachelor’s Degree in Education or related field preferred (or Associates Degree & 10 years’ experience in field).
  • 5 years’ experience in the delivery or administration of a multi-site licensed CYS program, including knowledge of Best Practices, standards, regulations and policies, OEC and BCIS requirements.
  • Minimum of 3 years supervisory experience.
  • Requires state of CT Head Teacher Certification or ability to obtain one within six months of hire.
  • Bilingual (Spanish) preferred, not required.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:

  • In collaboration with the Director, develop, implement and oversee a CYS Program that adheres to all applicable regulations and professional standards including but not limited to the CYS Performance Standards, Best Practices, and State Department of Health licensing regulations.
    • Ensure for the on-going monitoring and assessment of the program’s effectiveness and progress in meeting its goals and objectives. Facilitate the use of the information to guide program improvement.
  • Provide leadership, expertise and guidance to the CYS staff for program planning and decision making in specific areas of operations, including development of integrated work and thematic planning curricula.
  • Ensure the development and implementation of necessary documentation to comply with Best Practices, agency, program and program standards including records. Assist in the completion and submission of reports and activities as required by the agency and each funding source.
  • Ensure proper staffing of the program in all service areas, in compliance with state licensing standards and CYS regulations. Assist the Director with the selection of hiring CYS staff.
  • Directly supervise the Site Supervisors. Serve as a resource person to teachers in development and implementation of service delivery in the areas of enrichment activities, health and mental health, child development and disability services, and the emotional, physical, social, and intellectual development of the children.
    • Oversee the development and implementation of curriculum and curriculum guidelines. Monitor for compliance and completion of required tasks according to established timelines.
  • Work with Director to provide professional development for staff. Provide resources to teachers for career development to further professional growth. Ensure that all staff are evaluated annually and that professional development plans are developed to support staff.
    • Provide orientation and guidance for classroom volunteers and student interns.
    • Set the professional expectations and caring atmosphere of the sites.
    • Conduct performance reviews and administer disciplinary action if needed.
    • Monitor the completion and quality of teacher documentation including but not limited to individual goals, monthly lesson plans, observations, and evaluations of the children.
    • Monitor classrooms for completion and quality of required tasks according to established timelines.
  • Ensure that tasks associated with health and safety policies and procedures meet specific timelines and follow CYS protocol.
  • Oversee the process to ensure that the physical space and materials provided fosters optimal growth and development and adheres to the CYS standards.
  • Ensure regular health and safety inspections of the classrooms.
    • Ensure that fire drills, emergency evacuations, non-evacuation and lockdown drills are done monthly at all sites.
    • Review safety checklist and update accordingly to state licensing requirements.
  • Ensure that Health and Safety policies and procedures are in compliance throughout the CYS Program
    • Plan First Aid/CPR and Medication Administration training as needed.
    • Ensure that med boxes include books and have accurate paperwork and medication.
    • Communication between school nurses and parents about medication and monitoring.
    • Keep up to date records of medication, medication authorizations, and emergency plans.
    • Review Accident. Incident and Ouch Reports
    • With the Director review and ensure parent handbook, staff handbook, and forms and paperwork for children and staff are up to date.
  • Keep track of staff absences and coverage daily
  • Responsible for ensuring systems for substitute coverage, inventory, purchasing, and distribution of database are maintained and current.

Monday through Friday: Program Hours: 7a-6p- Flexible: 35 hours per week position
