Loch Harbour Group, Inc. is seeking a detail-oriented Manager, Administrative II to provide administrative and analytical support within a federal workforce and manpower management environment.


This role supports awards coordination, recruiting initiatives, manpower tracking, training administration, and workforce data management. The ideal candidate brings strong organizational skills, analytical ability, and experience working with enterprise resource planning systems in a structured, compliance-driven environment.


This position requires full-time onsite support in San Diego, CA and an active Secret clearance at time of hire.


Key responsibilities

  •  Provide administrative and analytical support to the Total Force Management division across awards, recruiting, manpower, and training coordination functions
  • Assist in preparing documentation and tracking activities related to civilian awards programs and recognition events
  • Support college recruiting and workforce development programs, including coordination for interns, associates, doctoral hires, and new professionals
  •  Maintain and track documentation related to military personnel administration and organizational manpower activities
  • Support training request processing, tracking, and reporting in coordination with development and training offices
  • Analyze and maintain manpower data within workforce management systems and manage Billet Identification Number (BIN) inventory records
  • Coordinate onboarding activities for new personnel, including access requirements, orientation scheduling, and training completion tracking
  • Maintain and update personnel records within ERP manpower modules, including position updates and organizational alignment
  • Track incoming and outgoing personnel and prepare workforce status reports, onboarding progress updates, and manpower change documentation
  • Prepare recurring and ad hoc reports to support workforce planning, recruiting metrics, and manpower visibility
  • Coordinate with multiple offices to ensure personnel actions, records, and documentation are accurate and timely


Requirements:

Education Requirements

 Bachelor's level degree in Accounting, Finance, Economics or Business Administration.  


Experience Requirements

  •  3 years of professional experience 

Required Technical Skills

  •  Knowledge on Navy ERP + SAP modules (Finance, Human Resources, Logistics, Procurement, Acquisition, Project Systems, Workforce Management, Materials Management, and Sales & Distribution) 


Required Qualifications

  • Active Secret Security Clearance (required at time of hire)
  • Ability to work onsite in San Diego, CA
