About the Role
The Lead Housing Inspector develops and reviews specifications for 1 to 4 family residential dwellings for rehabilitation purposes, including energy conservation measures and lead hazard reduction methods. This position inspects contractor work-in-progress to ensure compliance with the General Specification Manual, the Housing Code of the City of Cleveland, and all applicable ordinances, rules, and regulations. The inspector performs tests and takes samples to verify lead reduction work meets acceptable standards and assesses building feasibility for program inclusion.

Key Responsibilities
•    Develop scope of work for each residential property.
•    Inspect properties for lead paint hazards and write specifications to ensure proper lead hazard reduction methods.
•    Conduct pre-bid conferences with homeowners and contractors to review scope of work and answer questions.
•    Inspect rehabilitation work-in-progress for compliance with specifications, plans, materials, and workmanship.
•    Issue Stop Work Orders when work or materials do not conform to standards.
•    Maintain reports documenting progress and satisfactory completion of projects.
•    Monitor work timelines to ensure completion per contract terms between homeowner and contractor.
•    Resolve complaints in a timely and professional manner.
•    Perform job close-out process, complete final inspections, and approve contractor invoices for payment.
•    Ensure all required documents are completed as outlined in the Scope of Work.
•    Produce required grant reports including Paint Inspection, Risk Assessment, Presumption Report, Clearance Reports, Compliance Reports, and Lead Monthly Summary Reports.
•    Attend collaboration meetings with internal teams and external partners.
•    Hold and participate in outreach meetings and committees with property owners to raise awareness about available grants.
•    Other duties as assigned to support the organization.

Qualifications
•    High School Diploma or GED required.
•    Associate's Degree in Construction Management or related field from an accredited college or university preferred. (One year of experience may substitute for each year of college education lacking.)
•    Three years of full-time paid experience in building or remodeling, contracting, building construction, estimation, or inspection to local building code required.
•    Lead Risk Assessor certification required within 90 days of hire, OR active Lead Risk Assessor certification required at time of application.
•    Must maintain continuing education requirements for State certification and adhere to grant requirements.
•    Valid State of Ohio Driver's License required.
•    Reliable transportation required for site visits.

Work Schedule
This position requires regular site visits to properties throughout Cleveland. Work schedule typically follows standard business hours (Monday thru Friday), though occasional evening or weekend inspections may be required based on contractor schedules and project needs.
