FCC Construcción, through its subsidiary FCC Canada, has been present in Canada for more than 25 years. In 1998, it was awarded the contract for the construction, operation, and maintenance of the Fredericton-Moncton motorway. In 2011, it was awarded the contract to the extension of a section of the Toronto subway expansion, the city's first modern subway infrastructure project. This project was completed in 2019.

Pape Tunnel and Underground Stations (PTUS) 

FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes the design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exit buildings, and a rail switch/crossover near Sammon Avenue. 

The Pape Station connection will interface with the Toronto Transit Commission Line 2 subway and related works.

 

POSITION SUMMARY

Reports to: Systems Director


The System Safety Officer will oversee comprehensive safety management and system assurance, encompassing safety assessment, and RAMS (Reliability, Availability, Maintainability, and Safety). This role entails ensuring the system's design, implementation, and integration adhere to safety standards while optimizing reliability and operational efficiency across all safety management and assurance aspects.


The System Safety Officer shall be responsible for the safety of the project, including:

  • All activities to satisfy Project Co’s safety obligations in Schedule 29 – Safety, System Assurance and Security.
  • Delivery of all aspects of safety management and system assurance, including construction safety, safety assessment, RAMS and SIL (each as defined in Schedule 29 – Safety, System Assurance and Security).
  • The development and implementation of the System Safety Plan, Project Co Safety Management System, RAM Plan and Construction Emergency Response Plan (each as defined in Schedule 29 – Safety, System Assurance and Security)
  • The delivery of all Engineering Safety and Assurance Cases (as defined in Schedule 29 – Safety, System Assurance and Security);
  • Coordinating with Contracting Authority, Emergency Service Providers, railway companies, and Independent Safety Assessor (as defined in Schedule 29 – Safety, System Assurance and Security) on all aspects of system safety and assurance; and
  • Acting as the point of contact with Contracting Authority in respect of the system safety and assurance activities.
  • the design, implementation, and certification of the Works;
  • safety and security performance; and
  • participation in the System Safety and Security Interface Committee (as defined in Schedule 29 – Safety, System Assurance and Security).
  • Perform periodic safety audit, safety assessment and safety review, throughout the life cycle and appropriate to the safety relevance of the system under consideration, including any health and safety requirements
  • Responsible for providing details of all system safety-related deliverables from the life cycle phases, including: – documentation; – hardware; – software
  • Provide evidence of safe system integration for all Systems and Subsystems comprising the PTUS project System in accordance with the requirements of the Safety and System Assurance Standards;
  • Ensure compliance of all project teams on system safety-related directives or instructions that may be issued by the Contracting Authority
  • Be accountable for the extent to which the project requirements are met at all times
  • Embrace teamwork and collaborate closely with both internal colleagues and external stakeholders to ensure that system safety requirements are comprehensively addressed in the project design and construction phase
  • Promote a positive safety culture across project teams and stakeholders, advocating for a holistic approach that considers technical, human, and organizational factors in all safety initiatives.
  • Perform other duties assigned from time to time.


EDUCATION AND QUALIFICATIONS

  • 15 years’ experience in the field of system safety applied in a passenger rail environment, ideally metro or subway, of which at least 10 years shall be safety assurance experience on rapid rail and transportation projects in a lead role.
  • Proven experience delivering safety critical systems using standards including EN 50126, EN 50128, EN 50129, EN 50657, EN 50155 and other standards identified in Schedule 29 – Safety, System Assurance and Security.
  • Proven experience in the development of a safety management system following all parts of EN 50126, including EN 50126-1 and EN 50126-2.
  • Proven experience with TTC’s operating rules and maintenance procedures.
  • Experience performing safety analysis on passenger rail systems including associated facilities, electrical, electronic and mechanical systems.
  • Experience with safety certification of rail rapid transit systems in a lead role.


JOB REQUIREMENTS

  • Strong background in safety engineering principles and techniques to ensure systems are designed, implemented, and maintained safely.
  • Understanding of the System Safety Certification processes and RAMS
  • Experience with engagement with City of Toronto and TTC.
  • Knowledge of the interpretation and application of the Occupational Health & Safety Act and construction site and safety coordination best practices, procedures, processes and related legislation and regulations of complex infrastructure projects.
  • Skilled in technical writing and verbal communication, proficient in translating complex information effectively for both technical experts and non-technical stakeholders alike.
  • Outstanding interpersonal skills, demonstrated through effective planning, leadership, and documentation of technical meetings and discussions with clients, contractors, suppliers, and regulators
  • Extensive experience in reliability analysis, safety assessments, and risk management activities to identify and mitigate potential hazards and failures. This involves a systematic approach to evaluating designs and constructions for safety risks.
  • Proven ability to work successfully in multi-disciplinary teams and across different business units
  • Excellent communication skills, presentation skills, and report writing skills.
  • Strong commitment to identify Hazards and to seek to eliminate, isolate, contain or reduce the Risk of such Hazards;
  • · Dedication to continuously improve system safety standards
