Within this function, the Benefits team delivers comprehensive, cost-effective health and welfare programs designed to support the well-being of employees and their families. The Manager, Benefits contributes directly to this mission by ensuring benefit programs are strategically designed, expertly administered, and continuously improved to meet the needs of a dynamic healthcare workforce.

POSITION SUMMARY

The Manager, Benefits oversees the operational administration and strategic execution of Rochester Regional Health’s employee health and welfare benefit programs. This role ensures administrative excellence, regulatory compliance, cost management, and a competitive, employee-centered benefits experience. In partnership with Benefits senior leadership, the Manager contributes to the development and execution of benefit strategies and program enhancements that support organizational goals and enhance attraction and retention efforts.

KEY RESPONSIBILITIES:

  • Manage administration of all health and welfare benefit programs, including medical, dental, vision, pharmacy, life, disability, and FSA plans.

  • Evaluate plan performance, analyze market trends, and recommend enhancements to maintain competitive and cost-effective offerings.

  • Ensure compliance with all applicable federal and state regulations (e.g., ERISA, HIPAA, COBRA), including oversight of annual filings, audits, and required disclosures.

  • Lead annual Open Enrollment planning and execution, including communications, system testing, vendor coordination, and cost modeling.

  • Develop, draft, and oversee comprehensive benefits communications and educational materials, including Open Enrollment content, plan change notices, and employee-facing resources, ensuring clear, accurate, and compliant messaging.

  • Oversee and maintain financial models, budgets, forecasts, and monthly invoice reconciliation processes to ensure fiscal accuracy and cost containment.

  • Manage relationships with carriers, brokers, consultants, and third-party administrators; monitor performance, participate in vendor negotiations, and ensure contractual and service-level compliance.

  • Serve as subject matter expert to HR Business Partners, leadership, and employees.

  • Oversee Benefits team operations, including staff development and performance management, workflow oversight, delegation of responsibilities and continuous process improvement to ensure consistent high-quality service delivery.

  • Leverage HRIS and benefits systems to generate reporting and analytics to inform strategic decisions.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Business Administration or related field.

  • Minimum of 5 years benefits administration experience.

  • Minimum of 3 years experience in management.

  • Equivalent combination of education and experience will be considered.

PREFERRED QUALIFICATIONS:

  • CEBS certification preferred.

  • Strong analytical and project management skills with exceptional attention to detail.

  • Advanced Microsoft Office proficiency (Excel required).

  • Deep knowledge of ERISA, COBRA, HIPAA, Section 125, Health Care Reform, and related regulations.

  • Proven ability to manage multiple priorities in a fast-paced environment.

  • Excellent communication and presentation skills with experience developing clear benefits communications.

  • Strong customer service orientation, professionalism, and discretion with confidential information.

  • Ability to work independently while aligning with business objectives.

PHYSICAL REQUIREMENTS: S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

PAY RANGE: $100,000.00 - $140,000.00

The listed base pay range is a good faith representation of current potential base pay for successful applicants. It may be modified in the future. Pay is determined by factors including experience, clinical licensure date, relevant qualifications, specialty, internal equity, location, and contracts.
