About this position
<p style="margin: 0;">Under the general supervision of the Director of Human Resources, this position is responsible for coordinating and overseeing key Human Resources functions for the City, including staffing, wellness initiatives, access control, performance management, and other assigned HR programs. The role also provides administrative support and delivers high-quality customer service within the Human Resources Department. This position routinely interprets and processes sensitive and confidential data and information, requiring a high level of discretion and professionalism.</p>
<p style="margin: 0; text-align: justify;"><strong><u>EXAMPLES OF ESSENTIAL FUNCTIONS</u></strong></p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: justify;">Oversees and coordinates city staffing and recruitment functions, including; providing assistance to hiring supervisors with advertising, interviewing and screening job candidates, conducting background and reference checks, participating in interview panels, coordinating pre-employment testing, and extending employment offers.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: justify;">Manages applicant information and files, online applications, and online job posting system maintenance.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0;">Maintains and serves as point of contact for issues regarding department software applications (Control Access, Performance Management, Wellness, Civic Plus, and Records Retention).</p><p style="margin: 0;"><br></p><p style="margin: 0; text-align: left;">Administers and encourages participation in the City’s employee performance evaluation and engagement program; assists mangers in the implementation of the performance evaluation process and monitors ratings. Notifies the Human Resources Director of those in need of performance improvement plans, training, etc. </p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 3pt 0;">Coordinates a wide range of administrative and professional support, including; benefits and wellness programming, special events, assisting with employee committees, website administration and maintenance, and other related activities, as needed.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: left;">Assists with job analysis and evaluations, drafts job descriptions, and presents recommended changes to director.</p><p style="margin: 0; text-align: left;"><br></p><p style="margin: 0; text-align: left;">Serves as back up to the HR Director in coordinating the City’s employee work injury/return to work programs; responsible for the timely filing of all required state Workers Compensation forms, and reporting. Trending and analysis of identified employee safety issues, and ensures compliance with all Texas Workers Compensation Commission regulations.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: justify;">Conducts and coordinates in-house training, secures and evaluates outside testing and training instruction, and conducts post-instruction evaluations.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: left;">Performs market survey, compiles data/information and makes recommendations to director.</p><p style="margin: 0; text-align: left;"><br></p><p style="margin: 0;">Performs various administrative and research projects; evaluates various programs and develops recommendations; serves as project coordinator for the department, as needed. </p><p style="margin: 0; text-align: left;"><br></p><p style="margin: 0; text-align: left;">Plans, coordinates and participates in various events, programs, committees, and projects. </p><br><p style="margin: 0; text-align: left;">Analyzes employee data, prepares executive summaries and issues recommendations to the HR Director. </p><p style="margin: 0; text-align: left;"><br></p><p style="margin: 0; text-align: justify;">Assists with department budget preparation and monitors expenditures.</p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0; text-align: left;">Maintains records through the HRIS software and personnel records system.</p><p style="margin: 0; text-align: left;"><br></p><p style="margin: 0; text-align: left;">Provides training, instruction, and serves as backup to the Human Resources Assistant, as needed. </p><p style="margin: 0; text-align: justify;"><br></p><p style="margin: 0 0 0 0.5in; text-align: justify;">The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.
