Summary:

Vighter is recruiting multiple Repatriation Case Managers to support the Emergency Repatriation Program of the Office of Human Services Emergency Preparedness and Response (OHSEPR) within the Department of Health and Human Services (HHS). These positions are in an "awaiting activation" status until the activation of emergency repatriation efforts. Once activated, Case Managers will deploy with Incident Management Teams (IMT) to respond to OHSEPR emergency repatriation. Candidates must be prepared to deploy within 72 hours when emergency operations are initiated. These positions would require pre-activation training and the ability to travel to any activation site as directed within 72 hours of IMT activation.

 

Principle Accountabilities:

  • Provide Repatriation Case Management services to U.S. citizens and their dependents who have been identified by the Department of State (DOS) as having returned or been brought from a foreign country to the United States because of destitution, illness, war, threat of war or a similar crisis. 
  • Conduct intake assessments to support OHSEPR’s program eligibility determinations and identify unmet needs of eligible repatriates.
  • Triage repatriates and their dependents by level of need. 
  • Connect repatriates to a broad range of services and resources.
  • Demonstrate knowledge of the National Emergency Repatriation Framework, and psycho-social case management as defined by the National Association of Social Workers (NASW).
  • Operate from fixed or mobile locations or provide remote support, as directed by OHSEPR.
  • Other duties as assigned.

 

Knowledge and Skills:

  • Must have two (2) years of prior experience in social work or case management positions (e.g., child welfare) with direct contact with clients.
  • Certification as a case manager as determined by the state licensing and certification board is strongly preferred.
  • Must be proficient in English (read/write/speak).
  • Bilingual (English / Spanish) communication skills are not required but are preferred. 
  • Must have demonstrated intermediate level proficiency in Microsoft Word.

 

Education:

  • Bachelor’s degree in behavioral sciences, human services, or social services fields

 

Pre-requisite Training

To qualify for the position, all Case Managers must provide a FEMA National Disaster & Emergency Management University Independent Study transcript detailing completion of the following FEMA Independent Study courses listed below:

 

  • IS-100.C: Introduction to the Incident Command System 
  • IS-200: Basic Incident Command System for Initial Response 
  • IS-240.c: Leadership and Influence 
  • IS-241.c: Decision Making and Problem Solving
  • IS-242.c: Effective Communication
  • IS-700.B: An Introduction to the National Incident Management System
  • IS-800: National Response Framework, An Introduction
  • IS-2200 Basic Emergency Operations Center Functions
  • IS-2901 Introduction to Community Lifelines
  • IS-405: Overview of Mass Care/Emergency Assistance
  • IS-366.A: Planning for the Needs of Children in Disasters
  • IS-1152: Blue Campaign First Responder Training

 

Completion of these courses is uncompensated.

 

Physical Requirements:

  • Must be available to work 12-hour shifts, either day or night.
  • Must be willing to deploy within 72 hours of notification.
  • Must be able to deploy to an Emergency Repatriation Center for up to 60 days.
  • Must be able to communicate by voice and detect sound by ear.
  • Must be able to perform duties in an indoor or outdoor environment.
  • Must be able to pass a criminal background investigation.
  • Must undergo urine drug screening (UDS).
